BACKGROUND: On July 29, the Board of Supervisors authorized the Director of ORC to enter into agreements with cities and other agencies in Contra Costa County to process parking citations. Progress to date is presented below. CC: County Administrator ATTESTED PHIL BATCHELOR, CLERK OF THE BOARD OF SUPERVISORS AND COUNTY ADMINISTRATOR M382/7-83 BY ,DEPUTY Page 2 New legislation, AB408, transferred the responsibility of issuing parking citations from the courts to the issuing agencies and required issuing agencies to consider whether to provide the service or contract out. ORC and private vendors offered to provide the service and it appears that ORC will secure contracts with most cities and special districts in the county. Essentially, ORC will: • enter all parking violations on a computerized billing system; • process payments and distribute funds collected to the state, county, cities and special districts; • refer non-payment citations to Department of Motor Vehicles for registered owner; • send out delinquent payment notice to registered owner; • notify DMV of citations not paid by registered owner of vehicle allowing DMV to hold vehicle registrations until payment is made; • coordinate administrative review and appeal process; and • provide intensive collection services on multiple offenders and large balance citations. The annual cost of the program is estimated at $70,000 to $75,000. It will require two additional account clerks and some additional administrative support costs. This program is another example of how cities and counties can work together to provide for efficient governmental services. It is another example of "reinventing government" in Contra Costa County in that the county has successfully competed with the private sector to secure contracts with cities and special districts. r
