Subject: Response to the 1992-1993 Grand Jury Report No.9304
Section 933 of the California Penal Code tasks the currently impaneled Grand Jury with ensuring that responses to
Grand Jury reports are received.
We thank you for your responses to the recommendations of the subject report, The Need for Management Audits
in Contra Costa County. We are gratified that the Board has accepted those recommendations for implementation.
Your response to the fust recommendation, to establish a Management Audit Program, within six months,that
insures that monies expended will result in a net saving to the County, addressed the adoption of a Performance-Based
Budget for the County and the adoption of a set of Performance Objectives for each department. While the adoption of
these systems could be considered to satisfy a part of the Management Audit Program recommended by the Grand Jury,
your response did not address complying with the other basic components of such a program, including the investigation
and reporting on duplication of effort, overstaffing, and/or other inefficient practices. The report also stated that such
audits should include critical reviews of existing programs, the management systems used, and any other factors that
inhibit maximum performance.
While the County might already be complying with the above portions of the recommendation,your response did
not specifically state that.Please clarify this for us in writing,a copy of which will be included with your earlier response
to the 1992-1993 Grand Jury Report No.9304.
