DEPUTY CONTRA COSTA COUNTY HEALTH SERVICES DEPARTMENT To: Claude Van Marter Date: September 28, 1983 Assistant County Administrator Human Services From: Kathleen Malloy, M.D. Subject: ATTACHED LETTER REGARDING Medical Director MILLER CENTER FUNDING Miller Centers As part of the County's efforts to transfer as much funding as possible for the Miller Centers to non-County fund sources, the DD Council and Health Services staff worked with Senator Boatwright and Assemblyman Campbell to obtain a legislated budget supplement appropriation for the Miller Centers. In May, Senator Boatwright introduced the measure to the Senate Finance Committee. The item was listed as a budget augmentation for the Department of Developmental Services and was passed by both the Senate and Assembly and signed by the Governor in July. Deputy Director, Al Lee, and Paul Gar.leton., of the Department of Developmental Services, made a site visit to the Miller Centers on August 3, 1983. During their visit they indicated a .need to develop a mechanism to transfer the allocated $302, 000 appropriation to this county for use at the Miller Centers. Various proposals were discussed. Mr. Lee suggested that consideration might be given to a contract between Contra Costa County and the State Department of Developmental Services which would include the $302, 000 appropriation for this year and an amount expected as annual revenue now channeled through the local Regional Centers and paid on the basis of individual client authorizations. Mr. Lee suggested that if Contra Costa County would guarantee some baseline of continual financial . support for the Miller Centers that a contract such as described above might be considered by his department to be extended over a period of several years and might include continued augmentation in the range of $300, 000. A contract for funding such as this would be to the mutual advantage of the State Department of Developmental Services and to this County, both for some funding stability and savings in administrative and processing costs. In August, Stuart McCullough, Kathy Armstrong, and yourself met with Miller Center staff to discuss Mr. Lee' s visit. There was agreement that the idea of contract development was good and that the County and Health Services would agree to a baseline of continued financial support. 255 A-41 3181 2 _ A letter was drafted to be sent from the Board of Supervisors requesting that the Department of Developmental Services contact us to begin contract negotiations. This letter was approved by Stuart McCullough and yourself on September 27, 1983. The Contra Costa County Board of Supervisors has supported the Miller Centers with heavy financial commitment since the Centers opened 15 years ago. The $302,000 supplement to Miller Center funding granted by the Legislature represented a projected deficit in County support for these Centers for the current fiscal year. The County will continue to support the Miller Centers, recognizing the value and quality of the services provided to severely disabled children and adults and to their families, at a level of $250,000 for this fiscal year based on the adopted County Budget for 1983-1984. It is proposed that the Contra Costa County Health Services Department begin negotiations with your Department to develop an agreement which would permit payment directly from your Department to Contra Costa_'County in an amount projected to equal the revenue now received from Regional Center of the East Bay on a per case basis. The $302,000 augmentation would be added to this amount. As a condition of continued State funding, the Board of Supervisors would commit an ongoing baseline of financial support foC- the Miller Centers as its obligation in such an agreement. 257 Dept. of Dev.
