Approve a Consulting Services Agreement with Jay Farbstein and Associates, Inc. , 1411 Marsh Street, Suite 204, San Luis Obispo, for programming and site engineering analysis services needed to define the County' s Juvenile Hall Replacement Project. B. Authorize the County Administrator or his designee to execute the agreement for $50,000 and to issue written authorizations for extra work, provided that the cumulative total extra cost for all such authorizations shall not exceed $25,000. II . FINANCIAL IMPACT: Funds have been set aside within the budget established and funded for the Juvenile Hall Replacement Project (Budget Unit 0128) . III . REASON FOR RECOMMENDATION/BACKGROUND: On June 16, 1992 , the Board established the Juvenile Hall Replacement Advisory Group charged with the task of taking preliminary steps to defining and planning a replacement juvenile hall. Occasional presentations are made before the Board' s Internal Operations Committee. Work has progressed to the point where the Advisory Committee is ready to begin project programming to be provided by a qualified professional consultant. The screening, interviewing, and ranking selection process has been conducted with cooperation and participation from the Advisory Committee. On August 17, 1993, the Board approved four firms as highly qualified to provide programming services for the Juvenile Hall Replacement Project and authorized the County Administrator or his designee to negotiate an appropriate agreement with the firm listed first by the County Selection Committee. The consulting firm' s use of MBE/WBE subconsultants meets the County' s goals.
