SUBJECT: Consider Offering a Reward for Information Leading to the
Arrest and Conviction of the Killer of Masakazu Kuriyama
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1 . Pursuant to the authority provided by Government Code Section
53069 . 5, and as recommended by Supervisor Torlakson, consider
offering a reward of $5,000 for information leading to the
arrest and conviction of the individual or individuals who
were responsible for killing Masakazu Kuriyama near Concord
BART Station.
2 . Make the offer available through. December 31, 1993.
3 . Direct the County Administrator to write to the. City of
Concord informing the city that the Board of Supervisors has
pledged $5,000 to supplement the city's reward.
BACKGROUND:
On September 11, 1984, the Board of Supervisors agreed to consider
offering rewards in criminal cases :
" . . .of great seriousness and notoriety, involving threats
to public safety, and in which the reward has significant
potential to result in successful apprehension and
prosecution. "

Supervisor Torlakson has asked the County Administrator's Office to
determine whether this case meets the criteria outlined in the
Board' s order of September 11, 1984 .
Masakazu Kuriyama, 25, a Japanese student who came to the United
States to learn English, was shot in the head August 19 near the
Concord BART Station. Kuriyama had been living with a family in
Alamo. Police are looking for information that may lead to the
arrest of the perpetrators of this crime.
The Concord City Council authorized a $10, 000 reward and BART has
offered $5,000 .
It seems clear that the circumstances of the crime clearly meet the
criteria set down by the Board of Supervisors .
