RECOMMENDED AC^1ION AUTHORIZE the Director, Office on Aging, to sign and submit to the California Department of Aging the amended State Agreement (County #29-031-15) in the amount .of $57,980 which reflects a 7.5% reduction in State funds to operate the County's Health Insurance Counseling and Advocacy Program (HICAP) from July 1, 1993 to June 30, 1994 . II. FINANCIAL IMPACT There is no County contribution or required match for the HICAP Program. The 7. 5% reduction of $4702 in State funding is Contra Costa County's share of a statewide reduction of 7. 5% in the HICAP funds as allocated in the final FY 1993-94 State of California Budget. This decrease in revenue is expected to be fully restored by additional federal grants. If the increased funding is not secured, reductions, as needed, in HICAP staffing and expenditures will be made. No County funds are being requested. REASONS FOR RECOMMENDATION/BACKGROUND On May 4, 1993 the Board of Supervisors passed the attached Board Order #29-031-14 for provision of HICAP Services for FY 93-94 . Concurrently, the State was in the process of reducing the HICAP program by 7. 5% or $4,702 Contra Costa County's share. Mandated under AB 2419, the Health Insurance Counseling and Advocacy Program has been operated by the County's Office on Aging for the past eight years. The Program provides community education, recruitment, training, and coordination of volunteer counselors in the area of health insurance and related health care plans. In 1992, these volunteers provided individual counseling to 1487 senior citizens county-wide. RECOMMENDED ACTION AUTHORIZE the Director, Office on Aging to sign and submit FY 1993-94 Program Plan and Budget (County #29-031-14) , requesting $62,682 in State funds to operate the County's Health Insurance Counseling and Advocacy Program (HICAP) for the period beginning July 1, 1993 and ending June 30, 1994, to the California Department of Aging. AUTHORIZE the Director, Office on Aging, or designee, to execute the Contract Award document (State Standard Agreement) for the HICAP Program subject to approval by County Counsel or the Social Service Department Contract Administrator as to legal form. AUTHORIZE the Director, Office on Aging, to sign and submit future State Standard Agreement Amendments for the HICAP Program that only reflect an adjustment in line items or increased revenues where the amendments do not result in additional County cost or decrease in grant revenue.
