SUBJECT: Authorizing Submission. of a JTPA 8% Cooperative Agreement with the
California Department of Education (County #19-8212-0)
SPECIFIC REOUEST(S)OR RECOMMENDATIONS)A BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Authorize the Board Chair to execute, on behalf of the County,
a State Education Coordination and Grants (SECG) 8% Funds
Cooperative Agreement for Program Year 1993-1994 (County #19-
8212-0), requesting authorization to expend $240,770 ($120,385
of Job Training Partnership Act (DTPA) 8% funds and a State.
match of $120,385) for the period July 1, 1993 through June 30,
1994 and further authorize the Executive Director, Contra Costa
County Private Industry Council, to make non-substantive changes
to said document as may be required by the State Department of
Education.
II. FINANCIAL IMPACT:
None. 100 percent Federal and State funds.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
By letter of August 8, 1993 the State Department of Education
notified the Contra Costa County Private Industry Council that
a total of $120,385 in JTPA 8% monies was available for PY 1993-
94 as well as an equal amount in State matching funds for use in
this Service Delivery Area (SDA) .
At its meeting of June 21, 1993 the Private Industry Council of
Contra Costa County approved the current service provider to
continue this 8% SECG program of assessment and remediation
services to GAIN participants referred by the County and Social
Service Department.

Pursuant to Section 202(b)(1) of the Job Training Partnership Act of 1982(97.300), and the Job Training Reform
Amendments of 1992, this agreement is entered into between the California Department of Education(CDE)and:

Under this Agreement,the California Department of Education shall provide JTPA 8%and State matching funds to designated
Service Delivery Areas to support the JTPA-GAIN program. Provision of any state or federal funds is contingent upon funding
availability.
The signatories below assure that this agreement shall be carried out in accordance with the requirements of JTPA, FESA,and
GAIN. The agreement requires full adherence to all DTPA cost limitations, reporting and procurement requirements,a one hundred
percent matching contribution,and assurance that no less than 75%of the funds available under this agreement shall be expended
on activities for economically disadvantaged individuals. Programs carried out under this Agreement shall meet the goals set forth in
the Job Training Reform Act by enhancing literacy and life-long learning,school-to-work transition,and non-traditional employment
programs for women.
The program shall be conducted in accordance with the terms of this Agreement and the Agreement Provisions and Standards of
Conduct,and all policy, instructions,and directives issued by the grantor agencies,the Employment Development Department and
CDE.
The California Department of Education recognizes the signature on line 1 as that of the designated official responsible for the
administration of this proaram. Complete lines 2 and 3 only if local consentlap2roval is re uired.

PROGRAM DESCRIPTION (Brief Narrative)
For the period of July 1, 1993 through June 30, 1994 provide approximately 90 GAIN
participant referrals (50 of whom are carryovers from prior year program) - primarily
those scoring below 200 on CASAS - from County Social Services Department. Program
will provide Priority I Program Services and diognostic assessment of basic skill
deficiencies.

THE FOLLOWING PROVISIONS MUST APPLY WHEN SERVING JTPA/GAIN participants who have been certified and are eligible to
participate in the program.
o DTPA 8%50%and State matching funds will be used for the following services identified as Priority 1 Services: basic education,GED
preparation, ESL instruction,and occupational skills training concurrent with remedial education.
o If Priority 1 services are adequately provided by the JTPA 8%and State matching funds, other existing resources,or are not required
in the area, Priority 2 services may be provided with JTPA and State Matching funds. Priority 2 services are: counseling and guid-
ance,assessment, pre-employment competencies,work maturity competencies, and job development and placement.
o Educational services must be competency-based(including open/entry and open/exit)to meet the individual needs of the JTPA/GAIN
clients.
o JTPA/GAIN clients will be assessed and an individual employability plan or an individual service strategy prepared for each client in
order that services offered meet individual needs.
o Ongoing assessment of attained competencies will be carried out at a minimum of once every three months of regularly attended
instruction,or once every term as long as it is less than four months.

CERTIFICATION REGARDING
DEBARMENT, SUSPENSION, INELIGIBILITY AND VOLUNTARY EXCLUSION
LOWER TIER COVERED TRANSACTIONS
This certification Is required by the regulations implementing Executive Order 12549, De-
barment and Suspension, 34 CFR Part 85, Section 85.510, Participants' responsibilities.
The regulations were published as part VII of the May 26, 1988 Federal Register (page
19160.19211). Copies of the regulations may be obtained by contacting the person to
which this certification is submitted.
(BEFORE COMPLETING CERTIFICATION, REFER TO INSTRUCTIONS ON REVERSE)
(1) The prospective lower tier participant certifies, that in its operations of a JTPA 8%
program neither it nor its principals are presently debarred, suspended, proposed for
debarment, declared ineligible, or voluntarily excluded from participation in this
transaction by any Federal department or agency.
(2) Where the prospective lower tier participant is unable to certify to any of the state-
ments in this certification, such prospective participant shall attach an explanation to
this proposal.
