RECOMMENDED ACTION: Authorize the Board Chair to execute, on behalf of the County, a State Education Coordination and Grants (SECG) 8% Funds Cooperative Agreement for Program Year 1993-1994 (County #19- 8212-0), requesting authorization to expend $240,770 ($120,385 of Job Training Partnership Act (DTPA) 8% funds and a State. match of $120,385) for the period July 1, 1993 through June 30, 1994 and further authorize the Executive Director, Contra Costa County Private Industry Council, to make non-substantive changes to said document as may be required by the State Department of Education. II. FINANCIAL IMPACT: None. 100 percent Federal and State funds. III. REASONS FOR RECOMMENDATION/BACKGROUND: By letter of August 8, 1993 the State Department of Education notified the Contra Costa County Private Industry Council that a total of $120,385 in JTPA 8% monies was available for PY 1993- 94 as well as an equal amount in State matching funds for use in this Service Delivery Area (SDA) . Non-Federal Stand-in -0- -0- -0- -0- Under this Agreement,the California Department of Education shall provide JTPA 8%and State matching funds to designated Service Delivery Areas to support the JTPA-GAIN program. Provision of any state or federal funds is contingent upon funding availability. The signatories below assure that this agreement shall be carried out in accordance with the requirements of JTPA, FESA,and GAIN. The agreement requires full adherence to all DTPA cost limitations, reporting and procurement requirements,a one hundred percent matching contribution,and assurance that no less than 75%of the funds available under this agreement shall be expended on activities for economically disadvantaged individuals. Programs carried out under this Agreement shall meet the goals set forth in the Job Training Reform Act by enhancing literacy and life-long learning,school-to-work transition,and non-traditional employment programs for women. The program shall be conducted in accordance with the terms of this Agreement and the Agreement Provisions and Standards of Conduct,and all policy, instructions,and directives issued by the grantor agencies,the Employment Development Department and CDE.
