Welch District Attorney Family Support OFFICIAL JOB CLASSIFICATION WORKING JOB TITLE Piace nI Work and Asslgnrc Hourn Family Support Program Specialist 40 Muir Road, Martinez Time Required Description of Work: 65% FISCAL PROGRAM, SUPPORT DISTRIBUTION Serve as delegated authority in administering proper distrubution of child sup- port money. Research and review specific cases to determine appropriate action to take in the out-of-ordinary situations that normally require the Director's approval with special emphasis on tax refund intercepts. Liaison to the Office of Child Support in Sacramento in regards to child support policy interpretation. Assemble, edit, and transmit lists of defendant names being submitted for FTB and IRS tax intercepts. Audit cases and authorize the return of any intercept money where the amount received has exceeded the balance owing in the account. Monitor and control support checks received from defendants and not honored by banks. Advise defendant personal checks no longer acceptable as payment of support; provide notice bad check must be made good within 30 days or the matter will be taken up in Small Claims Court. Prepare necessary data, file legal documents, and represent the County in Small Claims Court. Respond to request from the Social Service Department for child support audits on specific welfare cases involved in overpayment computations and/or fair hear- ings. Research records so that complete and accurate information can be provided. Upon inquiry from a Title Company, review, audit support account for case in which a lien had previously been recorded. Determine balance due and complete a demand letter. Prepare either a full or partial Satisfaction of Judgment as appropriate for Director's signature. Maintain liaison status with all title - companies. - Maintain file of Power of Attorneys signed by petitioners in situations where defendants will not make support checks payable to the County. As checks payable to petitioner are received from the Auditor's Office, initiate Power of Attorney; process, prepare and endorse checks for the Director. If Power of Attorney not in file, instruct case carrying worker to obtain one from the petitioner. 35% ADMINISTRATION Relieve the Director in matters, telephonic, mail or office activities not requiring his personal attention; research Family Support records to obtain necessary information needed to respond to inquiries. Assist the Director in activities of a sensitive or confidential and sometimes controversial nature concerning affirmative action complaints, labor-management relations , litigation, disciplinary actions, Family Support complaints from petitioners, defendants, attorneys, Bar Associations, Attorney General 's Office, State Information Offices as well as other reciprocal agencies. Responsible for confidential personnel performance evaluations and other confidential material including maintenance of these files; make appointments and schedule meetings for the Director, Pro- gram As.si.stant. and Office Manager;. take and transcribe dictation as necessary. Prepare statistical reports for local , State, and Federal .use regarding child support collections, total number of cases, and various caseload activities. Act for the Director in reviewing the determination of "good cause" as supported by the Social Service Department for a welfare applicant to avoid- cooperating with the District Attorney in a Family Support matter. Review material sub- mitted by Social Service and make decisions as to appropriateness and correctness of their determination. Responds to Social Service.
