III. REASONS FOR RECOMMENDATION/BACKGROUND:
The project is needed to reduce congestion and provide a median width sufficient to
accommodate the BART trackway and interim terminal station site just west of Bailey Road.
This project was determined to be in compliance with the General Plan. The Final Environmental
Impact Report pertaining to this project was considered by the Zoning Authority on October 7,
1991, and found to be complete and prepared in compliance with the California Environmental
Quality Act and State and County Guidelines. The Board of Supervisors certified the Final EIR
and found on October 8, 1991, that the project will have significant effects on the environment.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Delay in approving the project will result in a delay of construction and may add an additional
four months to the project.
