This project was determined to be in compliance with the General Plan. The Final Environmental Impact Report pertaining to this project was considered by the Zoning Authority on October 7, 1991, and found to be complete and prepared in compliance with the California Environmental Quality Act and State and County Guidelines. The Board of Supervisors certified the Final EIR and found on October 8, 1991, that the project will have significant effects on the environment. IV.
