We understand that fiscal considerations led to the reduction of the hours of service from forty to twenty eight per week. Our action should assure that the forty hours of service will remain intact. The City Council committed to fund up to , $30, 000 to be spent in Orinda for staff time and occupancy costs necessary to retain the existing service level, and to restore the materials budget that had previously been reduced. The city's. ,contribution will be matched by the Friends of the Orinda Library. This will fund all costs necessary to maintain service levels through June 1994, based upon the August 5, 1993 correspondence from Anne Marie Gold. In the course of our discussions on this matter, the City Council raised concerns on a number of issues, which we believe should be reviewed by the Board, county staff and the Library Commission. Those concerns are as follows: si- Removal of constraints with respect to the use of volunteers, in areas where specialized training may not be required ► Obtaining the best service at the lowest expenditure, by reviewing the various cost items incurred by the library, including staff levels and compensation oTransfer of the library agreement pertaining to the use of the building owned by the Friends of the Orinda Library to the city o. Formation of an Orinda, Lamorinda or countywide Library District or JPA, with the 1992-93 county funding level transferred to the new district o. Formation of an Orinda, Lamorinda or countywide assessment district to assist in financing library services.
