Subject: Roadside Rest Area - Hwy 50 to So. Lake Tahoe
El Dorado County needs your help!

Words cannot express the beauty of the Eldorado National Forest which surrounds
Highway 50 east of Placerville to Meyers. This is why the State of California has
designated this portion of Highway 50 a scenic corridor. The residents of El Dorado
County in an effort to retain this scenic beauty are seeking your help in urging Cal Trans
to expedite the installation of a roadside rest area. A rest area would not only help in
keeping the environment healthy, it would provide the travelers coming from all over
California a safe haven to rest.
Highway S0 from Sacramento to the Nevada State line has no roadside rest area
for travelers. This is a distance of over 100 miles. With winter road closures and
vacation traffic contributing to frequent traffic delays, there is an increasing concern of
travelers stopping along the roadside to relieve themselves. The few existing commercial
establishments between Pollock Pines and Meyers are left with the burden of trying to
provide adequate services with limited waste disposal systems.

Cal Trans contracted with Arthur Young & Company to compile a report with
recommendations for a Highway SO roadside rest area. This report was completed on
June 30, 1986 Four locations were examined and recommendations made. No action
has beeif taken. This project has also been included on the "Candidate State Highway
Projects for the Proposed County Sales Tax" of El Dorado County since February 1,
1988.
On August 3, 1993, El Dorado County Board of Supervisors adopted the attached
Resolution to express the need to Cal Trans to expedite the installation of a roadside rest
area. I urge your Board to adopt the same resolution and forward your resolution to Cal
Trans and your legislative representatives. Please keep me informed of your actions.

RESOLUTION NO.
OF ME BOARD OF SUPERVISORS OF ME COUNTY OF EL DORADO
Resolution to Expedite Roadside Rest Area Along Highway 50 Corridor
Whereas, the Highway 50 corridor leading from Placerville to South Lake Tahoe is one
of the State's most scenic highways and is a direct link to the Lake Tahoe Basis, one of the most
environmentally sensitive areas in the world; and
Whereas, annually more than 9,000,000 people travel the Highway 50 corridor between
Placerville and So. Lake Tahoe, most from-other urban areas of California; and
Whereas, Highway 50 between Placerville and South Lake Tahoe, a distance of over 60
miles, has literally no public toilet facilities and the few'existing commercial establishments
along the Highway 50 corridor have limited sewage disposal capabilities; and
Whereas, due to the length of the drive from Placerville to-South Lake Tahoe, winter
road closures and holiday traffic conditions, motorists frequently urinate and defecate on the side
of the road; and
Whereas, Highway 50 from Placerville to Meyers is a designated scenic highway.
Whereas, the Highway 50 corridor is maintained by Cal Trans and for numerous years
has promised a public roadside rest area which to date has not come to fruition,
Now, therefore be it resolved, that the El Dorado County Board of Supervisors urgently
request Cal Trans and our legislators to expedite and move forward with a public roadside rest
area to include rest room facilities along the Highway 50 corridor between Pollock Pines and
Meyers, and
Be it further resolved, that the Board of Supervisors of El Dorado County urge other
California Counties to also adopt this Resolution and forward to Cal Trans and their respective
legislators;
Passed and adopted by the Board of Supervisors of the County of El Dorado at a regular
meeting of said Board, held the third day of August, 1993, by the following vote of said Board:

Your letter requesting support to Cal Trans for a Roadside Rest
Area along Highway 50 between Sacramento and the Nevada state line
will be referred to the Contra Costa County Board of Supervisors at
its next meeting.
The Board of Supervisors has a Transportation Committee which
.generally handles matters such as the one with which you are
concerned. Staff will recommend that your letter be referred to
the Board' s Transportation Committee for its consideration and
recommendation back to the full Board of Supervisors .
Steve Goetz, Chief, Transportation Planning in our Community
Development Department staffs the Transportation Committee. You
should hear from Mr. Goetz as soon as the Transportation Committee
has had an opportunity to review your request.
