Dear Board Members,
I am writing in the hope of resolving some of the misunderstandings
regarding the problems of supplying water to the proposed Dougherty Valley
development.
As you are aware, EBMUD's comprehensive, 2-near water supply analgsis
shows that if EBMUD were to supply water to developments outside of its
historic planning boundary, it would not be able to fulfill its commitments
to serve its existing customers and within-its existing service area while
meeting the flow requirement's and water demands which under state and
federal law have priority over EBMUD's use. Indeed, meeting these
commitments will be increasingly difficult even without the burden of
serving additional developments outside of EBMUD's boundaries.
EBMUD has also developed and is moving forward with a proposal for
augmenting its water supply which would make use of substantial
investments in additional water conservation and water reclamation, along
with a storage project that would store available wet-year water in an
underground basin for use in:dry years. Using a natural underground reservoir
is far less damaging to the environment and far cheaper than building a
surface reservoir and flooding a valley. In this case the cash savings to the
water district and its customers compared to the district's previous water
supply plans such as building Buckhorn Dam and building an aqueduct to the
American River) amount to hundreds of millions of dollars.
This information has been made available to you on several occasions
through extensive written communications-and through presentations by
EBMUD staff and board members before the county and LAFCO. Nevertheless,
members of your Board continue to express views which indicate either a

deep misunderstanding of water supply issues, or a belief that EBMUD is
lying about its water supply situation.
In either case, I am willing to arrange for a comprehensive presentation of
EBNUD's water supply plan to your Board. in this way we.may be able to
dispel some of the misunderstanding and distrust. The facts of EBMUD's
water supply situation are clear and compelling, and will, I believe, speak
for themselves.
