Burnell Recently the mayors and police chiefs of San Francisco and Oakland along Lucretia Jones � Marlene Rebhan, Chair with the police chief of San Jose, signed a resolution asking the President R.G. Remington and US Congress to revise the drug laws shifting the emphasis from criminal prosecution to education and treatment. (see attached May 13, 1993 article *District 5 reprinted from the Oakland Tribune). Michael Burke Rev. Curtis Timmons David J. Travers The Substance Abuse Advisory Board unanimously supports this position and strongly advocates that the predominant effort in the "war against drugs" be directed towards preventing and treating drug abuse rather than prosecuting criminals. We urge the Board of Supervisors to adopt and send a resolution to the President and Congress of the United States indicating their support to shift drug policy from a law enforcement focus to equal emphasis on prevention, treatment and law enforcement.
