Dear Chairperson Torlakson and ]Members of the Board: The request by KCLC to be granted general blanket pre-approval to receive "special wastes" generated outside Contra Costa County causes the City of Pittsburg to be deeply concerned. To add new contaminated "special wastes" (dead animals, military base clean-up wastes, sewage sludge, Contaminated soils, coilstrUCti.on/deinolitlon debris, etc.) to the infectious, municipal, and industrial waste Currently dumped in Keller Canyon adds insult to injury. Our reading of the Conditions of Approval for Keller (Land Use Permit 2020-89, COA 5.2) indicates that the provisions are clear regarding the importation of waste from outside Contra Costa County. By diluting the standard proposed by your own Community Development Department, you would open a wider door to dump more, in quantity and category, repugnant waste dangerously close to our community. The waste that is Currently being placed in the dump is not being effectively contained at Keller. Our staff has seen videotaped evidence that the ferocious winds of this area have been successful in blowing contaminated soil and refuse out of the dump and into the surrounding community. There were statements made at the Board that the residents of Pittsburg woul.ci, "...not see, hear, or smell Keller" - the residents of the Hillsdale neighborhood now know that you can perceive the dump with all of these senses. To add to the current waste tally sheet more refuse which is even more undesirable would be to strike another blow to the over-all quality of the living environment of our community. The County alleges in its suit that the City could not approve the transter station without full environmental review as to each potential origin point for waste to be received at the station. This position is completely inconsistent with Your granting a "blanket" approval. from as out-of-county source of special waste proposed by KC.LC. Proponents of this blanket approval of out-ot-county "special." waste streams might contend that Keller is already approved as a Class II landfill and that the permit allows for the receipt of this kind of waste. We contend that the Class II environmental controls were necessary because this facility was so close to hornes and -,round water and required this type of protection to exist so close to our community. Our contention is that the intent of this protection was never to allow for the easy acceptance of "special" wastes from points outside the County. If you choose to proceed with a study of the impacts of the consideration of a "blanket" approval of accepting out-of-county waste the City will provide technical. comments regarding this proposal. On behalf of the citizens of Pittsburg I must strongly request you honor the provisions of the intent, and content, of the Environmental Impact Report and Conditions of Approval for Keller and refuse to write KCLC a blank check to further despoil our community. By maintaining the provision of approval each time an out-of-county waste stream is proposed You will helping to insure that waste contemplated for Keller. is considered as to potential negative imp.acts on the members of our community.
