SUBJECT: Contract with Vernazza-Wolfe Associates to Prepare a Contra Costa
Comprehensive Housing Affordability Strategy

RECOMMENDATIONS
AUTHORIZE the Deputy Director, Redevelopment, or his designee to enter
into a Consulting Services Agreement with Vernazza-Wolfe Associates
to prepare a Five-Year Comprehensive Housing Affordability Strategy
for the Contra Costa HOME Program Consortium. and an Annual Strategy
Plan for each Consortium Member.
FISCAL IMPACT
No General Fund impact. The total project cost of $36, 105 will be
shared by Contra Costa County and the Consortium Members . The
County' s share of $21, 302 will be paid for out of Community
Development Block Grant and HOME Investment Partnership Act fund .

BACKGROUND/REASONS FOR RECOMMENDATIONS
Title I of the National Affordable Housing Act established the
requirement that local governments which apply for direct
assistance under specific programs funded through the U.S.
Department of Housing and Urban Development (HUD) must have an
approved Comprehensive Housing Affordability Strategy (CHAS) . HUD
programs which require an approved CHAS include the HOME Investment
Partnership Act and Community Development Block Grant Programs, as
well as federal programs for elderly, disabled, homeless, and other
special needs populations . The CHAS is a comprehensive planning
document that identifies a jurisdiction' s overall needs for
affordable and supportive housing and outlines a strategy to meet
those needs . Contra Costa County' s FY 1992-96 CHAS and Annual
Strategy Statements for FY 1992 and 1993 have been approved by HUD.
Due to changes in required CHAS content and the availability of
additional census data on housing needs, in addition to the
required CHAS . Annual Strategy Statement for FY 1994 , HUD is
requiring all jurisdictions to submit a new Five-Year CHAS covering
the FY 1994-98 period. In accordance with federal requirements, a
HOME Program Consortium must submit a consolidated five-year CHAS
for the Consortium as a whole, together with an individual CHAS
Annual Strategy Statement for each Consortium Member. As members
of the recently established Contra Costa HOME Program Consortium,
Contra Costa County and the Cities of Antioch, Concord, Pittsburg,
and Walnut Creek must submit a consolidated five-year CHAS for the
Contra Costa Consortium and an individual Annual Strategy Statement
for each Member. (Pittsburg is in the process of joining the
Consortium and thus will be included in the CHAS Project. ) As the
Consortium Representative, Contra Costa County is responsible for
submitting the required CHAS documents to HUD.
In selecting a recommended Consultant to prepare the Consortium
CHAS documents, the Community Development Department circulated a
Request for Proposal to over 40 qualified firms . The County
received five proposals which were reviewed by Consortium Members .
Three firms were selected for interviews : Connerly and Associates,
Inc. ; Sedway and Associates; and Vernazza Wolfe Associates, Inc.
Following interviews and further analysis of each consultant' s
previous experience, proposed scope of services, and budget, the
Consortium Members reached a consensus on the selection of Vernazza
Wolfe Associates, Inc . to prepare the Consortium CHAS for a total
budget not to exceed $36, 105 .
As the Consortium Representative, Contra Costa County will be
responsible for contracting with the CHAS Consultant. The County
Community Development Department will manage the contract.
Consortium Members have agreed to contribute to the cost of
preparing the CHAS based on the following percentages:

Contra Costa County will reimburse the Consultant for expenditures
incurred consistent with the terms of the approved contract and
will be reimbursed by Consortium Members in accordance with the
established percentages .
