ELIMINATE specific membership categories on the Women' s Advisory Committee. 2 . RETAIN five seats for supervisorial appointments, with each member of the; Board of Supervisors nominating one individual . 3 . DETERMINE that the membership of the Women' s. Advisory Committee shall be not less than 15 members and not more than 20 members, including the five supervisorial district seats, with not to exceed 15 seats identified as. "at-large" seats . 4 . DIRECT the Clerk of the Board of Supervisors to abolish all vacant seats. on the Women' s Advisory Committee until the maximum of 15 at-large seats is achieved. 5 . SPECIFY that the membership of the Women' s Advisory Committee shall be broadly representative of the racial, ethnic, age, religious affiliation, gender, and sexual orientation of the community at :.large. 6 . INDICATE that in all other respects, including terms of office, the structure of the Women' s AdvisorycCommittee shall b continue to e as it is at present. I .O.-4 BACKGROUND: The County Women' s Advisory Committee was initially created in 1980 as a Task Force with a membership of seventeen individuals representing specific categories . Over the years, additional membership categories were added to the Committee which increased its membership to twenty-two members. The Committee has received numerous applications from well qualified individuals interested in serving on the Committee. However, the existence of specific categories precluded many of these individuals from serving because the categories are too limiting and often times the applicants do not qualify for any of the specific categories . The Women' s Advisory Committee feels that a minimum of 15 members would allow the Committee to meet its quorum requirements . The Women' s Advisory Committee recommended a maximum of 30 members in order to allow an opportunity for more individuals to participate on the Committee. However, our Committee believes that a group of as many as 30 can be unwieldy for conducting business . We are, therefore, recommending that the maximum size be held down to 20 members . The Women' s Advisory Committee has surveyed other Commissions (Ventura County, Santa Rosa, Los Angeles, Berkeley, San Joaquin County and Santa Cruz County) regarding their membership composition. None of these Commissions have specific membership categories; members are appointed either by their Board of Supervisors, City Council or individual agencies . The Women' s Advisory Committee is therefore recommending that all of the membership categories be dropped, continuing to designate five seats for appointments by the members of the Board of Supervisors . We concur with this recommendation, with the limitation on the size of the Committee and with the remaining seats, not to exceed 15 ( for a total maximum size of 20) to be at- large seats, nominations to which would come to the Internal Operations Committee from the Women's Advisory Committee, using the recruitment, screening, interviewing and selection process which has worked well to date. The categories recommended for elimination are the following: Business Clerical Employees Displaced Homemakers Political Liaison Traditional Professional Women' s Organization General Services - Women's Health Youth College Academic/Career Counselor Disabled Non-Traditional Professional Labor Non-Traditional (Blue Collar) Senior Woman General Services - Child Care Homemaker General Service - Women' s Social Service -2-
