SUBJECT: ADOPTION OF 1993-1994 BUDGETS FOR COUNTY SPECIAL DISTRICTS AND
SERVICE AREAS
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS:
1. APPROVE the line item adjustments to the proposed 1993-1994 County
Special District and Service Area Budgets (see Attachment A) which
implement the elimination of the Special District Augmentation Fund and
thereby ADOPT the County Special District and Service Area Budgets for
the 1993-1994 Fiscal Year.
2. AUTHORIZE the County Administrator and Auditor-Controller to make
technical adjustments to the 1993-1994 County Special District and
Service Area Budgets when actual fiscal year 1992-1993 year-end figures
are known; including changes in reserves, designations, fund balance,
revenues and appropriations and return to the Board of Supervisors, if
appropriate.
3 . DIRECT the County Administrator to report back to the Board on September
28, 1993 with a plan to make further adjustments in any district or
service area budgets to close any funding gap that remains after the
full extent of State reductions are known.
REASONS FOR RECOMIENDATION/BACKGROUND:
On June 22, 1993 the Board of Supervisors adopted the proposed budgets of the
County Special Districts and Service Areas for fiscal 1993-1994 and scheduled
2:00 p.m. , August 3 , 1993 as the time for hearing on the final budgets and
the allocation from the Special District Augmentation Fund (SDAF) .

Firefighters Local 1230 via CAO
Prior to the adoption of the proposed budgets, the Board of Supervisors had
directed the development of a Plan for fire District Expenditure Reductions
and Functional Integration. The expenditure reductions were to be in the
range of 10% on the basis of the 1992-1993 adjusted final budget. This
action was taken because of the property tax revenue loss to the State in
1992-1993 and the expectation of further revenue losses in fiscal year 1993-
1994.
Accordingly, with the exception of the Crockett-Carquinez, Oakley and Pinole
Fire Districts, the fire districts were requested to submit budget requests
for 1993-1994 at 90% of the adjusted 1992-1993 budget level.
Crockett-Carquinez, Oakley and Pinole were requested to submit requests at
the same level as funded in 1992-1993 because they were exempted from the 10%
budget reduction requirement primarily on the basis that they are low-cost
volunteer or contract agencies.
All other County districts and service areas were requested to submit budget
requests at the same level as approved for 1992-1993.
At the time the proposed budgets were adopted, there was an expectation that
the remaining AB-8 bailout funding and SDAF would very likely be eliminated.
Unfortunately, this expectation became true because of State budget
legislation. The legislation has resulted in the loss to special districts
of AB-8 bailout and/or SDAF.
Although the fire districts lost these revenue sources as well as other non-
fire entities, the intent of the legislation was to hold fire districts
harmless or exempt from the revenue transfer to the State (via the schools) .
However, in Contra Costa County, as well as several other counties, the
legislation will cause revenue losses for many fire districts.
The difficulties of the initial budget legislation have led to the
introduction of follow-up legislation to comply with the intent of the State
to fund fire service at a comparable level to fiscal year 1992-1993.
Regardless of the passage of additional legislation, the actual impact of the
State budget will not be known until implementing guidelines are formulated
and finalized in late September by a committee of county Auditors and the
State Controller.
Although there are many uncertainties remaining about district funding, it is
absolutely clear that the SDAF is no longer in existence. Accordingly, the
recommended adjustments to fire and other districts and service areas
eliminate SDAF as a revenue source.
The adjustments delete SDAF from fire districts and increase property tax
funding by like amounts to maintain the funding levels of the proposed
budgets. This is being done because of the expectation that the State will
meet its commitment to "exempt" fire service from the property tax shift.
All County fire districts were adjusted in the same manner with the exception
of the Pinole Fire District. In addition to the basic revenue adjustment, it
was necessary to reduce the appropriation level by approximately $73,000
because of the anticipated gap between the proposed budget and revenue.
In the case of other (non-fire) special districts and service areas, the
deletion of SDAF results in budget reductions.
In view of the uncertainties of the State budget legislation, the eventual
actions of the County Auditor/State Controller Committee and the preliminary
nature of the current budget fund balance information, further adjustment
will undoubtedly be required in late September after all of these issues are
finalized.

In view of the unknown impacts of the State Budget and related legislation upon
special fire districts, we request that any action to consolidate the Riverview
Fire Protection District with any other fire agency of Contra Costa County be
postponed until all pertinent budgetary facts are known. Additionally, as in
previous communication from this Commission, we reiterate our request of placing
any consolidation plan affecting Riverview Fire Protection District before the
voters of our District.
