FISCAL IMPACT: No General Fund impact. Proposed FY 1993-94 assessments for CSA EM-1 total $3,961 ,784. BACKGROUND: Revenues from the CSA EM-1 assessments are used to provide an enhanced countywide emergency medical service system as approved by the voters with the passage of Measure H in November 1989. This CSA in now in its third year of operation. Enhanced EMS services include (1) the addition of six staffed paramedic ambulance units bring the total number available to respond to 9-1-1 calls to 19; (2) training and equipping firefighters countywide with automatic defibrillators; (3) improvements in the communications systems used for providing base hospital medical direction to paramedics in the field and for dispatching ambulances; and (4) providing caches of medical supplies stored at fire stations for use in multicasualty incidents or disasters. The basic assessment rate proposed for Zone B, comprising all the area of Contra Costa County except for San Ramon Valley, is the maximum voter approved $9.22 per single family residence or benefit unit. The rate proposed for Zone A (San Ramon Valley), which does not include paramedic ambulance subsidy, is $3.94. These rates represent a 7.8 percent decrease from the $10.00 (Zone B) and $4.28 (Zone A) rates in effect for FY 1990-91 and FY 1991- 92. Last year's higher rate was necessary to establish an operating reserve to help assure the continuation of basic EMS services in the face of other threatened budget cuts. CONSEQUENCE OF NEGATIVE ACTION: Failure to set the CSA EM-1 assessment rate prior to August 17, 1993 may result in the EM-1 assessment not being included in the property tax bills.
