SUBJECT: PITTSBURG SENIOR HOUSING: AUTHORIZING THE EXECUTIVE DIRECTOR TO EXECUTE
A LETTER OF INTENT TO ENTER INTO AN OPTION AGREEMENT TO TRANSFER A PORTION
OF HOUSING AUTHORITY OWNED LAND TO A JOINT VENTURE FOR THE DEVELOPMENT
OF LOW INCOME SENIOR HOUSING
I. RECOMMENDED ACTION
AUTHORIZE the Executive Director to execute a Letter of Intent to enter into an Option Agreement to transfer
of a portion of Housing Authority owned property located at the end of Chester Drive in Pittsburg, CA to a
joint venture,formed by Pittsburg Preschool Coordinating Council and Satellite Senior Housing Development
Corporation (Co-Sponsors), for the development of low income senior housing.
II. FINANCIAL IMPACT:
None, this will be a 100% Federally funded housing development.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority has been working with the Co-Sponsors to develop the Pittsburg Senior Housing
Development through the HUD 202 funding program. The Co-Sponsors received a Notice of Funding
Availability(NOFA) for the HUD 202 program and submitted a very competitive application. The application
process requires a review by the HUD regional office to determine if the application is lacking any technical
requirements. During the review,the application was determined to be deficient because the Co-Sponsors did
not have an acceptable agreement for site control as required by HUD. In order to respond to the deficiency
and to allow the applicants to proceed, a Board Order authorizing the Executive Director to execute a Letter
of Intent between the Housing Authority and the applicants is needed. If HUD accepts this authorization,the
application can proceed to the next step in the HUD 202 process.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize these actions,the Co-Sponsors would have to seek
additional funds to prepare a new application and resubmit it next year.
