BACKGROUND:
As is noted in the attached report from the Health Services
Director, several members have had to resign from the Public &
Environmental Health Advisory Board (PEHAB) . In addition, in an
effort to broaden its ethnic and cultural contacts with the
community, PEHAB - is suggesting that several additional seats be
added to the Advisory Board. Finally, PEHAB has been able to
recruit a number of outstanding individuals to serve on PEHAB, both
to replace those individuals who have had to resign and to fill the
newly created seats.

SUBJECT: APPOINTMENTS TO THE PUBLIC AND ENVIRONMENTAL HEALTH
ADVISORY BOARD
We would like to update the,Internal Operations Committee on our recent recruitment of
new members to the Public and Environmental Health Advisory Board (PEHAB). PEHAB
is a 12-member board appointed by the Board of Supervisors in 1986 to advise the Health
Services Department on community health needs. It is a community-oriented board which
seeks diverse representation from West, Central, and East County and includes key
constituents of the Contra Costa community: older adults, children, business/industry,
environmental organizations, labor and consumers. Health professionals from the local
voluntary agencies, medical provider community, State Department of Health Services,
Berkeley School of Public Health, and the Western Consortium for Public Health join the
constituent members to provide a board that has both broad community knowledge and
health expertise.
PEHAB's mission is to consider public health issues in the broader context of general public
and environmental health, and to create a bridge between the Health Services
Department/Public Health Division and the communities they serve. It does this by
anticipating emerging health issues, focusing public health interventions in communities with
the greatest need, and advocating for policies, services and prevention programs that will
improve the community's health.
Last year, PEHAB worked with the Health Services Department to produce the "1992
Report on Health Status in Contra Costa County." PEHAB Steering Committee used the
demographic and population growth trends described in the report to evaluate its
membership and set priorities for board recruitment. Its goal was two-fold: 1) to enhance

PEHAB's ability to represent the diverse perspectives and needs of Contra Costa residents,
and 2) to promote coordination and sharing of information with other Health Services
Department advisory boards and commissions. Steering Committee proposed the following
recommendations: 1) expand the board to 17-20 members; 2) add one additional "at large"
position for representation from the three major regions of the county; 3) create a liaison
position with the county's Maternal, Child, & Adolescent Health Advisory Board; and 4)
create a public health nursing representative position. Where possible, PEHAB also
committed to recruiting members who were active on at least one other Health Services
Department advisory board to encourage flow of information and create opportunities for
collaboration.
An extensive outreach and recruitment effort led to a large amount of interest, particularly
from the targeted areas of East and West County. We are pleased to recommend an
Advisory Board constituted of such a competent, diverse, and dynamic group which
genuinely represents the various needs and perspectives of Contra Costa residents. By
donating their skills and expertise, these talented volunteers will greatly enhance the Health
Services Department's efforts to serve the community.
The following board members have resigned their positions:

• American Cancer Society - Dr. Michael Levine

Our recommendations for these positions and the newly created.positions are as follows:
State Health Services Department - Dr. Richard Jackson, M.D., M.P.H.. - Dr. Jackson is the
Chief of the State's Division of Communicable Disease Control and former chief of the
Hazard Identification and Risk Assessment Branch of the California Environmental
Protection Agency. He has extensive experience in environnientat and occupational health
concerns and is nationally respected for his work on environmental hazards for children,
particularly in the area of pesticides. Dr. Jackson has worked closely with the Health
Services Department over the years on pesticide issues in East County and is now working
closely with us on tuberculosis. He is a resident of Lafayette.
Voluntary Agency - Art Hatchett - Mr. Hatchett is the Public Housing Director, Housing
Authority, City of Richmond and has been an American Cancer Society volunteer for over
15 years. He has served on the State American Cancer Society Board and currently serves
on the Contra Costa American Cancer Society Board, as well as chairing its West County
public education committee. He is very active in a number of local and national groups
dedicated to improving the lives of young people, particularly in communities of people of
color. Mr. Hatchett resides in Hercules.

Berkeley School of Public Health - William Vega, Ph.D. - Dr. Vega is a Professor of Public
Health with a doctorate in sociology and criminology. He has a special interest in alcohol
abuse prevention, especially as it affects the Latino community. Dr. Vega is very involved
in the School's efforts to improve linkages with local health departments and is the Director
of the Center for Community Health at the School. He also serves on the board of the
Oakland Community-Based Public Health Initiative. Dr. Vega is a resident of Orinda.
Public Health Nursing - Dorothy Oda, R.N., DNSc, FAAN - Dr. Oda is the Department
Chair and a professor at the UCSF School of Nursing. She is an active and highly respected
professional in the public health nursing community, serving on the Publications Board of
the American Public Health Association, the American School Health Association Board of
Directors, the American Nurses Association, and the California Nurses Association. Dr.
Oda is a resident of El Cerrito.
Consumer Advocacy - Inh Sooksampan - Mr. Sooksampan is the Refugee Social Adjustment
Coordinator at Lao Family Community Development Inc. in Richmond. He serves on the
board of the Contra Costa/Alameda County Southeast Asian Advisory Committee on Crime,
Advisory Board of Lao Khmu, Community Inc.,is a member of the Multicultural Task Force
of Brookside Hospital, and a member of the Steering Committee for the Richmond School
District, Mr. Sooksampan is a resident of Richmond.
At-Large Representative, West County - Michele Jackson - Ms. Jackson is the Executive
Director of the Neighborhood House of North Richmond and is active 'on numerous
community committees including the North Richmond Residents Against Crime and
Violence, .the Richmond Branch NAACP, the West County AIDS Network, and the Contra
Costa County AIDS Consortium. She is extremely active in West County organizing efforts
and is especially interested in violence prevention, substance abuse, and other health issues
for youth and families. Ms. Jackson is a resident of El Cerrito.
At-Large Representative, East County - Rev. Curtis A. Timmons - Rev. Timmons lives in
Pittsburg and is the President of the Inter-Denominational Ministerial Alliance of Pittsburg
(IMAP). He serves on the County's Substance Abuse Advisory Board, the Pittsburg Healthy
Cities Committee, the Executive Board of Delta 2000, and serves as a City Commissioner
for Pittsburg Leisure Services. He is an articulate spokesperson for health issues,
particularly as they affect residents of East County and the African American community.
Children and Family Issues - Mary Rocha - Ms. Rocha is the Assistant Director of the
Workplace/Parenting for Prevention Program of the United Way of Contra Costa. She was
a founding member and past president of the California Mexican American School Board
Association and the National Hispanic School Board Association. She serves with many
local civic and community groups, among them the Antioch Chamber of Commerce,
Hispanic Roundtable, United Way Leadership Board and the Delta 2000 Executive Board.
As a resident of Antioch, she currently serves on the Antioch City Council.

At-Large Rep, Central County -Julio Mendoza, D.D.S. -Dr. Mendoza is a practicing dentist
in Central County and is a resident of Concord. Having grown up in a migrant farmworker
family in the Central Valley, he has a special interest in advocating for the needs of low
income families and the Latino community.
MCAH Board Representative - Edith Loewenstein, M.D. - Dr. Loewenstein is a retired
physician who practiced for many years in Contra Costa. She is the Co-Chair of the
Maternal, Child and Adolescent Health Advisory Board,the Chair of the Health Committee
for the Area Agency on Aging, and continues to donate her skills as a physician in periodic
trips to Central America. Dr. Loewenstein lives in Walnut Creek.
At-Large Representative - Vicki Harrington, RN, BS - Ms. Harrington is a Nurse with
extensive experience in public health. She was formerly the Director of the East County
Senior Day Care Center and is a member of the American Society of Aging. She is active
in a number of local organizations, including Delta 2000, the PTA, and the Cancer Society.
She has recently become involved in perinatal issues and is most interested in perinatal
services for low income populations. Ms. Harrington has lived in Antioch for over ten years.
