DECAY (BBTD) CAMPAIGN SPECIFIC REQUEST(S)OR RECOMMENDATION(S)d BACKGROUND AND JUSTIFICATION RECOMMENDED ACTION: 1 . To proclaim September 1993, as Baby Bottle Tooth Decay (BBTD) Prevention Month. 2 . To support Countywide public participation in the "Trade the Bottle for a Cup" BBTD Prevention Campaign. FINANCIAL IMPACT : There are no increased costs to the County. The campaign has been completely supported by donations from corporate and community groups . Potential savings will result from prevention of dental disease and thereby lowering treatment costs . REASONS FOR RECOMMENDATIONS AND BACKGROUND: Baby Bottle Tooth Decay is a serious health problem of young children in Contra Costa County. It is characterized by early and extensive dental caries in infants and toddlers . BBTD is the result of prolonged and inappropriate bottle feeding especially when associated with putthe the baby to bed with a bottle containing any liquid (milk, juice , formula, etc . ) other than water. In California, studies show that between 13% of Headstart Children and 46% of toddlers presenting for care at Children' s Hospital Oakland Dental Clinic are affected with BBTD. Higher prevalence is also seen in low-income and some minority group infants . Treatment is complex and costly, averaging $1 , 500 per case . When untreated, BBTD causes pain, infection, facial swelling, ear infections , speech problems and generalized growth delay. BBTD is fully preventable. The "Trade the Bottle for a Cup" campaign has been developed by the Countywide "CUPS" Dental Access Committee. In September, the Committee is organizing the distribution of free cups and educational".packets to Contra ' Costa families with young children. The materials will be available at a variety of clinics and office sites .
