SUBJECT: GUIDELINES FOR GARAGING COUNTY VEHICLES AT AN EMPLOYEES HOME
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS:
1. Adopt the guidelines for the garaging of County vehicles at an employee's home.
2. Direct Department heads to review each assignment of a county vehicle currently
being garaged at an employee's home to determine compliance with the
guidelines and report back to the Finance Committee within three weeks.
BACKGROUND:
On March 15, 1993 the Finance Committee discussed the issue of the storage of County
vehicles at the employee's home. The Committee determined that a new policy was
required and parameters were given to staff on the formulation of a policy. What follows
is a proposed policy on this matter subject to the obligations of the meet and confer
process for represented employees who are affected.
Authorization for home storage of personally-assigned vehicles may be justified when
home storage allows for the more efficient utilization of the vehicle, the employee's
working hours, and when one of the following conditions exist:
a) The employee's duties are such that check-out of a County vehicle from a County
facility at the start or end of a normal workday would be both impractical and
uneconomical due to lost productive time or increased fuel consumption;
b) the employee has been directed to be on continuous availability for callback
during off duty hours and the task to be performed will require immediate travel
to the job location;

c) the employee's duties require regular off duty emergency assignments; or
d) the vehicle is not garaged out-of-county or 25 miles from the work site, whichever
is less.
Further, for employees who cannot meet the above conditions and currently drive
vehicles home, it is suggested that the policy allow employees the choice of reimbursing
the County for round-trip home commute at a rate of 28 cents per mile or discontinuing
the home garaging of their County vehicles.
Finally, it is recommended that Department Heads review each assignment of County
vehicles which are currently being garaged at home to determine compliance with the
new policies and report back to the Committee within 30 days.
