BACKGROUND/REASONS FOR RECOMMENDATIONS:
On July 13, 1993, the Board directed staff to circulate notification of creation of two
committees as described on Page 2. Thus far, ten applications have been received (see
Page 2). This is insufficient to staff the twenty four positions. In addition, some categories J

The Board of Supervisors is forming two committees to encourage business growth and retain
industry in Contra Costa County.
Committee 1 will be entitled the Contra Costa WORKS Advisory Council. Its purpose will be to see
how a viable economic base can be maintained in Contra Costa County. This committee will

As per our discussion by phone today. please consider my appointment to
the Contra CostaWORKS Advisory Council in the :catagory of "small business."
At the age of 23 I- owned and operated my own business and for the last
7 years I have worked for small business as an outplacement counselor.
Working as a vocational counseling generalist, I have literally placed
hundreds of workers in all aspects of industry--from light and heavy
industrial to the legal and medical professions.
I pride myself on having upi;to date knowledge of.the job market and
labor trends because of my daily contact with employers.. -
I currently serve on the Pinole City Council as Mayor Pro Tem where
one of my major assignments is working on the Redevelopment Subcommittee.
Redevelopment in Pinole has been a major catalyst for stimulating and
attracting small business.
I also hold a degree from San Jose State,University in. Public Relations
with a concentration in business and marketing.
Thank you for considering my application fort the Contra CostaWORKS
Advisory Council under the "Small'Business" designation. , If I am
chosen I will work hard to make this committee a notable success!

Include one (1)"Environment"member.
The second named.Committee to be comprised of 9 members, one (1) of
whom will be from the so called 'environment' group.
The Mt. Diablo Audubon Societg presents for consideration as a member of
one or both Committees, Alister B.(AI) McNabney. -
Mr. McNabney has an diverse background having held, responsible positions
in mansooment and labor. He has done substantial work in the health Gare
field, as Administrator of hospitals and Business Manager of Health Plans.
He has been involved in policy development including development 'end
presentation of date, positions and recommendations to Congressional and
State Legislative bodies. He has also had major marketing experience,
which among other things included the designing, creating and marketing

included a nationwide review of programs carried on by the United States
Consumer Product Safety Commission. The project required meeting,
consulting with chief executive officers/administrators of about 70
hospi tole throughout the United States developing dente and preparing-and
presenting an extensive report. The report included findings,
recommendations for future guidance of the Commission in crying out
its mandate. The work was carried out under Direction of the Chairman of
the Commission. and hr. McNabneg reported directlg to the Chairman.
He was employed by Alfred-Hospital, Prohran, Victoria, (part of,helbourne)
to carry out a Study of Health Care Costs. The study was funded by the
Commonwealth of Australia and the State Government of Victoria. The -in
depth"study cornered a period of almost. S years. The work included dealing
with all health care professionals in two major hospitals. Developing
date, extracting costs and relating such to care afforded individual
patients in the two institulons.
Presentions to Commonwealth and State entites were required, as well as
presentations to the Board of Directors of Alfred Hosptial. presentations
included tactual data, suggested policies. During that some period Mr.
McNabney worked as a consultant with a group of Doctors in the Australian
Medical association, Adelaide, South Australia who were funded by the
Commonwealth Government and who were attempting to established what
of that time was called a Prepaid Health Care system in South Australia.
Since return to the United States, Mr. McNabnoy has been self employed, is
a Member of the American Arbitration Association. He is a member of a
permanent panel that hears and adjudicates disputes involving
management and organized labor who participate in Health/pension
programs managed by SF Administrators for the Son Francisco Culinary,
Bartenders & Service Emplogees Welfare Fund. He is also a permanent
arbitrator for Jordan Jones Administrate who have responsibility for
management of the Sacramento Independent Hotel Restaurant and Tavern
Employees welfare/Pension Trusts.
Mr. McNabney Is a member of California Community Disputes Services the
members of which hear and mediate/orbitrate disputes referred (usually)
by the District Attorney. Most of this work is carried In Contra Costa
County although some is in the City and County of-San Francisco. This
work is done without compensation .

He also is has been trained and is used by the Contra Costa County Bar
Association to hear and adjudicate fee disputes involving client/lawyer
relationships. This work is also carried on without compensation.
Mr. McPNabneg has been--Conservation Vice President for'this Society for
some ld Users. His activites in so called "environmental issues" have
covered a wide range; they include land usages, policy matters which
required dealing with political and non poltical decision makers at a
number of levels. Considerable time has been spent dealing with city,
county, state and federal officials on a wide variety of matters.
Presently and for about the last 2 years, has served as a member of the
Community Advisory Panel, Tosca Refining Company, Martinez. He is a
member of the Advisory group working with East Berg Municiple Utility
District that is reviewing the District's present land use policies with the
view to provding recommendations for inclusion In land use policies being
developed by the district.
He is and has been involved in the Committee developing the Delta
Environmental Science Center at Oakley: This VERY important project is in
the earig formative stages but will eventually be a MAJOR
educational tbusinoes center. The project will have important implications
for environmental matters in the County and eventually will be of national
significance. The the Center, when completed will be a major business
attraction.
Contra Costa County's garbage issues have required a major comHtments
of time and anergy,in the Conservation activities of this Society. Mr.
McNabney and others served on the Committee that sought to select an
appropriate site for the county's solidwasto landfill. He presently serves
as a member of the Keller Canyon Advisory Committee.
Thank you for providing us with an opportunity to present someone for
consideration. While we appreciate having this opportunity we would
respectfully suggest them is a need for more then one environment person
on the Contra CostaWORKS Advisory Council. We believe two members
would lend credibility to decisions made by the Council

CONTRA COSTA COUNTY MONOGRAPH
What do we have. What don't we have?. What difference does/can it make?
The Monograph serves as a community assessment that covers the entire county. It will
inventory and describe the social service/economic development network/infrastructure of
the county,including: = -
1. Social Services and Economic Development entities; Current elements in place; ,
Resources, Network/System; Nature of Linkages; History.
2. Opportunities to improve; New capacities needed; EDD role/relationship; Strategy
to improve linkages
The monograph should contain demographic data that is descriptive of the county (an API-like
document), and include an economic development element. It should describe the linkages which exist
among local employment and training service providers and serve as a capacity building instrument. It
will serve as the local plan of service and contain the Community Resource Guide developed by the
Strategic Planning Office. The Monograph could include another piece which could include city
trends--not just county, allow for more local highlights within model. This may not be true for some
counties. Maybe include only unique trends for the cities, general trends could be included in county
plan.
Upon completion, the monograph will serve as a project blueprint for.greater coordination
and leveraging of services. This could include MOU's, linkage protocols, or a search for
new capacities to address unmet needs. The monograph can also be used by other agencies
for needs assessments, grant applications, or for other local planning purposes. It can be
used as a model to enable local EDD offices to become a more integral part of the local
employment service delivery system. Once the Contra Costa County Monograph is
completed, monographs in other counties or regional areas will be developed by the local
labor market analyst and the respective field office managers.

This letter is in response to your July 13, 1993 , letter
requesting statements of interest to the Board of Supervisors '
formation . of two committees to encourage business growth and
retain industry in Contra Costa County.
I would be interested in being considered for service on the
Contra Costa WORKS Advisory Council as either one of the
Community members or as one of the Industry members . As a
member of this community, I have an interest in Economic
Development, having been in PG&E' s Corporate Economic
Development Department for the past three years . I am also
interested in the work of this committee because of my Vice-
Chairmanship of the Contra Costa Council ' s Economic Development
Task Force ( 1993- ' 94 ) .

Dear Mr. Alexeeff:
I am writing to express my interest in serving on the proposed committee on
business and industry in Contra Costa County. As the owner of a small business in
the county, this is an issue of great concern to me and one on which I feel I can make
a useful contribution.
In February 1987, I established my business in Concord, and immediately
began to learn about the complex nature of local, State and Federal regulations of
business and industry. Since then I have been exposed to numerous regulatory
agencies, from local sanitary districts to the EPA and the Corp of Engineers. Over
the past few years I have gained a working knowledge of the role and operation of
most of these agencies and experienced first hand their interaction with industry.
My eagerness to serve on this committee stems from a desire to see Contra
Costa County return to the list of best places to do business in the United States.
Sadly, I feel that we could no longer justify a position on such a list. Over regulation
and a perceived anti-business climate are partly to blame for this. Rather than just
complain about these problems, I would like to help solve them in whatever small way
I can.

While the word_ "industry" may bring to mind companies such as Chevron,_
Tosco or Dow, I think that this committee should also have representatives from small
businesses like mine. The majority of county residents are employed by small
companies and their jobs are more vulnerable to the affects of over-regulation, or lack
of competitiveness.
Over the past six years, I have built my company into a world leader in our
very specialized industry. I have done so by using the complex regulatory maze to
help rather than hinder progress, and by marketing on an international level. Because
of this, I feel qualified to represent the interests of small businesses on the committee.

LANDFILL.
.Dear Chirperson Torlakson and Members of the Board;
The req est by KCLC to be granted general blanket pre-approval to
receive "special wastes" generated outside Contra Costa County
causes the City of Pittsburg to be deeply concerned.
To add tow contaminated "special wastes" (dead animals, military
base cl an-up wastes, sewage sludge, contaminated soils,
constru tion/demolition debris, etc. ) to the infectious,
municip 1, and industrial waste currently dumped in Keller Canyon
adds in ult to injury. Our reading of the Conditions of Approval
for Keller (Land Use Permit 2020-89, COA 5 .2) indicates that the
provisi ns are clear regardinq the importation of waste from
outside Contra Costa County. By diluting the standard proposed
by your own Community Development Department, you would open a
wider door to dump more, in quantity and category, repugnant
waste dangerously close to our community.
The waste that is currently being placed in the dump is not being
effects ely contained at Keller. Our staff has seen videotaped
evidencE that the ferocious winds of this area have been
quvc:pRs ul in blowing cnnt.ami naiad Rni 1 and rpfuRP out of the
dump ant into the surrounding community.
There w re statements made at the Board that the rfesidents of
Pittsbu g would, " . . .not see, hear, or smell Keller" - the
residents of the Hillsdale neighborhood now know that you can
porceivc the dump with all of these senses . To add to the
current waste tally sheet more refuse which is even more
undesirable would be,to strike another blow to the over-all
quality of the living environment of our community.
