HomeMy WebLinkAboutMINUTES - 08171993 - 1.96 THE BOARD OF SUPERVISORS OF CONTRA COSTA COUNTY, CALIFORNIA Adopted this Order on August 17 , 1993 by the following vote: AYES: Supervisors Powers , Bishop, McPeak, Torlakson NOES: None ABSENT: None ABSTAIN: Supervisor Smith Resolution 93/ 514 The Contra Costa County Board of Supervisors in all of its capacities as the governing body of this County and of the Districts and Agencies of which it is the governing body, further resolves that: 1. The Board has considered the financial impact of reductions in funding due to reduced state funding and federal funding and the impact of increased funding requirements, and has considered the staff retention plans submitted by the Health Services Department. 2. In order to keep expenditures within available funding, it is necessary to make some departmental reorganizations, abolish positions described in the lists attached hereto in the interest of economy or because the necessity for the position(s) involved no longer exists, and to lay off employess accordingly. Said lists are incorporated herein by reference, and said positions are hereby abolished effective on the dates indicated hereon. 3. The Assistant Director of Personnel shall prepare lists showing the order of lay off of affected employees. 4. The Director of Health Services shall issue layoff or displacement notices, as the case may be, and give notice to the affected employees of the Board's action. 5. The Employee Relations Officer shall give notice of this Resolution to all recognized employee organizations. 6. To the extent that the subjects of this Resolution are within the scope of representation under the Meyers-Milias-Brown Act(Government Code S3500 et seq.),this Board offers to meet with any recognized employee organization upon request concerning this Resolution. 7. Recognized employee organizations may submit to the Employee Relations Officer written requests to meet and confer on specific proposals with respect to the Resolution or any resulting layoffs. This authorization and direction is given without prejudice to the Board's right to reduce or terminate the operations and services of the County and of Districts governed by this Board and to eliminate classes of employees or positions as involving the merits, necessity, or organization or services or activities of the County of districts governed by the Board and not within the scope of representation. 8. This action is taken without prejudice to pending consulting, meeting, and meeting and conferring with employee organizations. Adopted the Resolution on August 17, 1993 by unanimous • vote. Jerry Nava, Alcohol Program Chief, appeared before the Board and requested that the abolishment of his position be postponed. He referred to his 25 years with the County and his work, particularly in the area of securing grants, that have contributed to the success of the County's Alcohol Rehab Program. Supervisor McPeak recommended that the resolution presented by the Health Services Director on abolishing and adding positions in that department be approved with the following exceptions: Approval for filling two of the Departmental Systems Specialist positions and referral of the Alcohol Program Chief position to the Finance Committee for review to determine if the resources available for filling the third Departmental Systems specialist position could be redirected. Board members being in agreement, IT IS BY THE BOARD ORDERED that the recommendation of Supervisor McPeak is APPROVED.
