Dear Supervisor Torlakson:
Thank you so much for contacting me about the Community
Development Block Grant provisions of H.R. 1335, the President ' s
Fiscal Year 1993 'economic stimulus package. I appreciated
hearing from you.
As you know, the entire stimulus package, save the
provisions providing emergency unemployment compensation, was
defeated by a filibuster . Even though the stimulus bill easily
passed the House of Representatives, the Republican members of
the Senate staged a filibuster and prevented the Senate from
voting on this important measure. Under the Senate Rules, a
minority of 41 senators can prevent measures from being
considered.
I strongly support the Community Development Block Grant
program, and I strongly support the President ' s proposal to
invest $4 . 2 billion in the CDBG program in Fiscal Year 1994, an
increase of more than $200 million over this year ' s level .
Please know 'that I am working hard to represent the best
interests of California in the Senate. I appreciate your taking

to be a caring and effective United States Senator .
