SUBJECT: CDBG Contingency Fund for Pittsburg Preschool Coordinating Council
SPECIFIC REQUEST(S) OR RECOMMENDATIONS (S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
APPROVE an additional $30, 000 from the Community Development Block
Grant Contingency Fund for the completion of Pittsburg Preschool
Coordinating Council Project; AUTHORIZE the Deputy Director-
Redevelopment to execute an Amendment to an Interdepartmental
Agreement with General Services Department for $18,x.00; AUTHORIZE the
Deputy Director - Redevelopment to execute an agreement with Pittsburg
Preschool Coordinating Council for $12, 000.

BACKGROUND/REASONS FOR RECOMMENDATIONS
On May 19, 1993, the Housing and Community Development Advisory
Committee (HCDC) approved an additional $10, 000 from the CDBG
Contingency Fund to be added to the original $162 , 800 allocation for
the completion of the construction contract adding a new wing and play

Pittsburg. The increase is necessary in order to cover 'increased
costs to comply with the Americans with Disabilities Act (ADA)
requirements for play area ground cover. The increase also covers
repair of water damage in the existing building and new water
drains.
On July 21, 1993 , the Housing and Community Development Advisory
Committee heard a request for an additional $8, 000 from the
Contingency Fund for the Preschool Project. The first, from General
Services Department, covered further project cost overruns for
complying with ADA requirements, removal and relocation of play
equipment for school aged children to the new school-age play are,
and additional General Services Department staff time necessary to
complete the preschool contract. This contract is being managed by
the County's General Services Department. The Housing and Community
Development Advisory Committee recommended approval of the $8, 000
request. The Committee, however, directed that the Board Order
authorizing the use of this money reflect the Committee's judgment
that the project has been poorly handled by GSD.
Also on July 21, 1993 , the Housing. & Community Development Advisory
Committee heard a request for an additional $12 , 000 for the
preschool project, outside the scope of the General Services
Department contract, from Frances Greene, Executive Director of
Pittsburg Preschool Coordinating Council. Greene indicated that
this request was necessary in order to obtain State licensing for
utilization of the building addition and infant/toddler play yard
so that the school can accept an additional 72 infant and toddler
children. The $12, 000 will pay for ground cover for the
infant/toddler play area and new outdoor play equipment for those
children. The Committee recommends approval of the $12 , 000 from
the CDBG Contingency Fund.
