Martinez, Executive Director cc: SUBJECT: LOS ARBOLES CHILD CARE CENTER IN OAKLEY, CA: AUTHORIZATION TO SUBMIT A APPLICATION FOR THE 1994-1995 CDBG PROGRAM FUNDS FOR FUNDING THE CONSTRUCTION OF A CHILD CARED CENTER AND TO EXECUTE ALL NECESSARY DOCUMENTS FOR THE CDBG FUNDING I. RECOMMENDED ACTION AUTHORIZE the Executive Director to SUBMIT an application for the 1994-1995 CDBG funding program for funding the construction of the Los Arboles Child Care Center; and to EXECUTE all necessary program documents for this funding. II. FINANCIAL IMPACT: None. III. REASONS FOR RECOMMENDATION/BACKGROUND The Housing Authority has been working to develop a Head Start Child Care Center,on vacant land at its Los Arboles housing development. It will provide much needed affordable child care services for the residents and the surrounding neighborhood. The expected cost to develop this child care center is $400,000. The Housing Authority received a$35,000 CDBG grant in 1992 for some predevelopment costs. The architectural work was completed this year. In the 1993-1994 CDBG year, the Authority was allocated another $35,000 for additional development work. Staff proposes that a new funding request be submitted this year for $265,000 of the $400,000 needed for the development of the project. Housing Authority and County Headstart Program staff are continuing discussions regarding sources for the remaining funding needed for the project. Should the project be allocated funds from the 1994-1995 CDBG program,it will be necessary for the Executive Director to execute a number of related program documents in order to access those funds. At its Regular Meeting on August 16, 1993, the Advisory Housing Commission moved to recommend approval of the submission of a $265,000 CDBG funding application for 1994-1995 for the construction of a child care center at the Los Arboles public housing development in Oakley. IV. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not authorize the recommended action, the County would lose a viable opportunity for the development of a much needed child care center in the Oakley area.
