RECOMMENDATIONS AUTHORIZE the Executive Director of the Housing Authority of the County of Contra Costa, on behalf of the County, to submit a $118,050 Community Development Block Grant (CDBG) funding application for 1994/95 to the Contra Costa County Community Development Department for a job skills development/ work training program at the Central County Shelter in North Concord which will provide job skills development, training, and job creation for homeless shelter residents as well as provide nutritious meals for the County' s two homeless shelters for single adults . II . FISCAL IMPACT $118,050 will be requested in this CDBG application for staff salaries and benefits, trainee stipends, equipment, food transporting costs and the administration of the training kitchen program at the Central County Shelter. County general funds and other grant monies will cover the cost of the food and kitchen equipment and installation. III . BACKGROUND/ REASONS FOR RECOMMENDATIONS The Central County Shelter is located at 2047 Arnold Industrial Way, Suites B & C, in North Concord. The remaining warehouse space is to be rehabilitated for a kitchen, dining/multi- purpose room, and storage once the Environmental Impact Report has been completed and the County can move ahead with the purchase of the building. The shelter training kitchen will provide job readiness and skills training and a positive work experience for homeless residents at the shelter. Shelter residents who work as trainees in this program will be paid a stipend. This training can lead to job placement in the community or further vocational training. The shelter training kitchen will also be providing hot, nutritious meals to shelter residents at the Central County and Brookside shelters .
