SUBJECT: Authorization to Submit CDBG Application for the Rehabilitation of
the Brookside Shelter
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDATIONS
AUTHORIZE the Executive Director of the Housing Authority of
the County of Contra Costa, on behalf of the County, to submit
a $45,226 Community Development Block Grant (CDBG) funding
application for 1994-95 to the Contra Costa County Community
Development Department for the rehabilitation of the Brookside
Shelter in Richmond which provides shelter and services to 56
homeless single adults .
II . FISCAL IMPACT
The $45,226 being requested in the CDBG application is
necessary for the rehabilitation of the Brookside Shelter.
The Housing Authority has limited funds available from the
County for the homeless program; we would like to allocate
these funds to the provision of shelter and homeless services
rather than rehabilitation. Further deterioration of the
Brookside Shelter, however, could result in the closing of
this 56 bed facility.
III . BACKGROUND/ REASONS FOR RECOMMENDATIONS
The Brookside Shelter in Richmond has developed some serious
water intrusion problems, resulting in numerous leaks and
damage to the roof, exterior siding, acoustical ceiling
panels, interior wall board and paint, flooring and
subflooring of the modular structure. The ongoing leak

problems are creating damage to the building interior,
possible unseen structural damage, and discomfort to the
shelter residents . Since the roof repair last year did not
remedy the problem, the Housing Authority commissioned a
thorough inspection in January, 1993 to provide a full report
of the damage and an estimated cost for rehabilitation.
The Housing Authority would like to allocate the limited
County funds for the homeless program to the provision of
shelter and homeless services rather than rehabilitation.
There are no funds currently available for the needed
rehabilitation of the Brookside facility. Another wet winter
would do further damage to the membrane of the building,
perhaps making the structure uninhabitable. The structural
deterioration of the building will continue unless funds are
identified and the work can be undertaken in a timely manner.
