SUBJECT: APPLICATION FOR ADDITIONAL SECTION 8 UNITS UNDER
THE MODERATE REHA'BILITATION PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
Adopt Resolution No. 3689 authorizing submission of an application for
units under the Section 8 Single Room Occupancy (SRO) Moderate Rehabilitation Program
for FY 1993 and authorizing the Executive Director to submit any additional infor-
mation in support of the application which may be required by HUD, as recommended by
the Advisory Housing Commission.
II. FINANCIAL IMPACT:
The Department of Housing and Urban Development has reserved contract authority
for rental assistance to the homeless through the Section 8 Single Room Occupancy (S-RO)
Moderate Rehabilitation Program.
III. REASONS FOR RECOMMENDATION/BACKGROUND:
On July 16, 1993 the Housing Authority of the County of Contra Costa received
HUD Information Bulletin 93-064 which sets out an invitation for applications for
Section 8 Single .Room Occupancy Moderate Rehabilitation assistance and on August 27,
1993, HUD will be accepting applications for the Section 8 SRO Moderate
Rehabilitation Program.
SRO funds may be used for only one eligible activity -- rental assistance. Due
to limited resources and considerations of need, HUD will only be accepting
applications that propose assistance for home'l�ess individuals, and individuals
currently residing in units, who are eligitdre for Section 8 assistance. At least 50%
of the units proposed for assistance must be vacant so that a significant portion of
those served are homeless individuals.
At its Regular Meeting on August 16, 1993 the Advisory Housing Commission voted to
recommend that the Board of Commissioners adopt Resolution No. 3689 authorizing
submission of an application for units under the Section 8 Single Room Occupancy
Moderate Rehabilitation Program and authorizing the Executive Director to submit any
additional information in support of the application, as required by HUD.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3689, the
the Housing Authority would be unable to submit an application for units under the
Section 8 Single Room Occupancy Moderate Rehabilitation Program.

WHEREAS, Section 8(e) (2) of the United States Housing Act of 1937 authorized
authority of the U. S. Department of Housing and Urban Development
Section 8 Moderate Rehabilitation Program; and,
WHEREAS, The U. S. Department of Housing and Urban Development in its
Notice of Funding Availability, published in the Federal Register,
has requested applications for Section 8 Moderate Rehabilitation
Assistance; and,
WHEREAS, The Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Development for
additional units under the Section 8 Housing Moderate
Rehabilitation Program for FY44§3;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Housing Authority of the Co.un' of Contra Costa h'e�reby auth'ori zes
its Executive Director to f i-'l;e an ap;p',l i cati°on with HUD for
additional units under the Section `8 Moderate Rl`h'-a!bi 1 itati on
Program.
The Executive Director is further authorized to submit any
additional information in support of the ap.plicat-i�on which may be
required by HUD.
This resolution shall take effect immediately.
