SUBJECT: AUTHORIZATION TO SUBMIT APPLICATION FOR SECTION 8 RENTAL
CERTIFICATES UNDER THE FY1993 FAMILY UNIFICATION PROGRAM
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
I. RECOMMENDED ACTION:
ADOPT Resolution No. 3688 approving submission of a funding application for
Section 8 Rental Certificates under the Fiscal Year 1993 Family Unification
Demonstration Program, as recommended by the Advisory Housing Commission.
II. FINANCIAL IMPACT:
Contract authority will be provided by HUD for rental subsidy and administration
of Section 8 Rental Certificates receiving funding under the Fiscal Year 1993 Family
Unification Demonstration Program
III. REASONS FOR RECOMMENDATION/BACKGROUND:

On July 6, 1993 the U.S. Department of Housing and Urban Development (HUD)
issued a notice that $75 million of budget authority is available for incremental
rental certificates. The Section 8 rental certificates are to be issued to families
who meet the Section 8 eligibility criteria and whose children are at risk of
placement in out-of-home care, or delayed in returning from care, because of the
families' lack of adequate housing.
For Fiscal Year 1993, public housing authorities, with the assistance of public
child welfare agencies in sixteen states, are eligible to apply for approximately
2,200 Section 8 rental certificates. The Housing Authority of the County of Contra
Costa, in conjunction with the Contra Costa County Social Services Department, is
submitting an application for 40 Section 8 Rental Certificates to be used in the
Family Unification Demonstration Program.
At its Regular Meeting on Monday, August 16, 1993, the Advisory Housing
Commission voted to recommend adotpion of Resolution No. 3688 approving submission of
an application for Section 8 Rental Certificates under the Fiscal Year 1993 Family
Unification Demonstration Program.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not adopt Resolution No. 3688, the
the Housing Authority would be unable to submit an application for units under the
Fiscal Year 1993 Family Unification Demonstration Program.

AUTHORIZING SUBMISSION OF APPLICATION FOR
SECTION 8 RENTAL CERTIFICATES UNDER

WHEREAS, Section 8 of Title II of the Housing and Community Development Act
of 1974 provides for a program of Housing Assistance Payments to
residents of existing housingt; and,
WHEREAS, The U. S. Department of Housing and Urban Development in its
Notice of Funding Availability, published in the Federal Register,
has requested applications for Section 8 Rental Certificates
under the Family Unification Prog-ram.; and,
WHEREAS, The Housing Authority of the County of Contra Costa wishes to
apply to the U. S. Department of Housing and Urban Deve1opment for
Section 8 Existing Housing Certificates for the Family UnI fication
Program for FY1.993;
NOW, THEREFORE, BE IT RESOLVED that the Board of Commissioners of the
Housing Authority of the County of Contra Costa hereby autthorizes
its Executive 'Director to file an application with HUD for
Section 8 Rental Certificates for th'e Family Unification Program.
The Executive Director is further authorized to submit any
additional information in support of the appli-ca-ti;on which may be
required by HUD.
This resolution shall take effect immediately.
