Martinez, Executive Director FROM: DATE: August 17, 1993 AUTHORIZATION TO SUBMIT APPLICATION FOR FUNDING FROM SUBJECT: U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT UNDER THE FY1993 RENTAL VOUCHER AND RENTAL CERTIFICATE PROGRAMS SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION I. RECOMMENDED ACTION: ADOPT Resolution No. 3687 approving submission of an application for funding of 250 Vouchers and Certificates under the Fiscal Year 1993 Section 8 Rental Voucher and Rental Certificate Programs, as recommended by the Advisory Housing Commission. II. FINANCIAL IMPACT: Contract authority will be provided by HUD for the rental subsidy and administration of Section 8 Rental Vouchers and Rental Certificates receiving Fiscal Year 1993 funding. III. REASONS FOR RECOMMENDATION/BACKGROUND: On July 8, 1993 the U.S. Depantment of Housing and Urban Development (HUD) issued a notice that $1.077 billion of budget authority is available for incremental rental vouchers and rental certificates. In the distribution of funds to HUD field offices, allocation of areas have been established to ensure sufficient competition among housing authorities operating Section 8 housing programs within the HUD established allocation areas. Contra Costa County has been placed in the Metropolitan Allocation Area of the San Francisco HUD Office. A total of approximately 305 units, or $14,826,116, has been designated for this allocation area. The application deadline is August 23, 1.993 and toe application must be submitted to the HUD Field Office in San Francisco. At its Regular Meeting on Monday, August 16, 1993, the Advisory Housing Commission recommended adoption of Resolution No. 3687 approving submission of an application for Section 8 Rental Vouchers and Rental Certificates un'd'er the Fiscal Year 1993 funding allocation. CONSEQUENCES OF NEGATIVE ACTION: Should the Board of Commissioners elect to not adopt Resolution No. 3687 authorizing the submission of an application to HUD for additional Section 8 Rental Vouchers and Rental Certificates under the Fiscal Year 1993. funding allocation, the Housing Authority of the County of Contra Costa could forfeit 250 additional Section 8 Rental Vouchers and Rental Certificates. THE BOARD OF COMMISSIONERS, HOUSING AUTHORITY OF THE COUNTY OF CONTRA COSTA RESOLUTION NO. 3687 AUTHORIZING SUBMISSION OF APPLICATION FOR FUNDING UNDER THE FISCAL YEAR 1993 SECTION 8 RENTAL VOUCHER AND RENTAL CERTIFICATE PROGRAMS WHEREAS, Section 8 of Title II of the Housing and Community Development Act of 1974 provides for a program of Housing Assistance Payments to residents of existing housing; and, WHEREAS, the Housing Authority of the County of Contra Costa wishes to apply to the U. S. Department of Housing and Urban Development (hereinafter referred to as HUD) for additional units under the Section 8 Rental Voucher and Rental Certificate Programs: NOW, THEREFORE, BE IT RESOLVED, that the Board of Commissioners of the Housing Authority of the County of Contra Costa hereby authorizes its Executive Director to file an application with HUD for funding under the Fiscal Year 1992 Section 8 Rental Voucher and Rental Certificate Housing Programs. The Executive Director is further authorized to submit any additional information in support of the application which may be required by HUD. This resolution shall take effect immediately.
