Adopted this Order on September 8, 1982 by the following vote:
AYES: Supervisors Fanden, Torlakson, Powers
NOES: None
ABSENT: Supervisors Schroder, McPeak
ABSTAIN: None
SUBJECT: Finance Committee Hearing on Requests for
Supplemental Allocations from the Special
District Augmentation Fund
This being the time for the Board to meet as a committee-
of-the-whole to hear requests and recommendations for additional
allocations from the Special District Augmentation Fund; and
The Board on July 27, 1982, having provided an initial
allocation to special districts from the Special District
Augmentation Fund (SDAF) to provide for a funding level of 8 percent
above the fiscal year 1981-1982 operating budget, it being noted
that all fixed assets and operating costs above the 108 percent
level were deferred for later consideration along with any special
fiscal needs identified by the various districts; and
M. G. Wingett, County Administrator having presented a
report dated September 3, 1982, providing information on the SDAF,
having commented on the requests submitted by the districts for
said funds, and having noted that requests for fixed assets and
supplemental funding total $6,673,567 of which $3,242,022 is recom-
mended for distribution at the time; and
Supervisor T. Powers, Chairman of the Finance Committee,
(Supervisor N. C. Fanden, a member) , having declared the hearing
open, and representatives from the following Special Districts and
County Service Areas having presented comments supporting their
requests for supplemental funding:
Sandra Myers, County Service Area R-7, for land
acquisition;
Robert Gromm, Contra Costa County Sanitary District 15
(SD-15), for a water system study;
Barbara Burns, Citizens Advisory Committee for SD-15,
Bethel Island Area, for a water system study;
E. H. Winslow, General Manager, Pleasant Hill Recreation
and Park District, for equipment purchase;
Michael Blodgett, Chief, San Ramon Fire Protection
District for operating costs;
Tom Birdwell, Chief, Rodeo Fire Protection District,
for operating costs and additional personnel;
Richard Bartke and Chuck Beesley, Contra Costa Mosquito
Abatement District, for a mosquito fish pilot program
in conjunction with the Hercules Wastewater Treatment
Plant;
Nick Papadokos, Chief, Byron Fire Protection District,
for operating costs;

Edward Lucas, Acting Chief, Moraga Fire Protection
District, for operating costs and additional
personnel;
Vincent J. Aiello, Chief, Riverview Fire Protection
District, for operating costs and additional
personnel;
Joseph Tovar, Chief, Oakley Fire Protection District,
for equipment;
Milton Kubicek, Deputy Public Works Director on behalf
of the Contra Costa County Flood Control and Water
Conservation District, for storm damage repair work
costs; and
Clyde B. Layne, Board of Commissioners, Tassajara Fire
Protection District, having commented and questioned certain budget
and fiscal procedures and having indicated that his District was not
requesting supplemental funding; and
Edward Spencer, Ambrose Park and Recreation District,
having questioned the available fund balance used for computing the
allocation needed by the District to finance its budget; and
All persons desiring to speak having been heard, IT IS
ORDERED that the hearing on supplemental allocations for special
district augmentation funds is CONTINUED to Monday, September 20,
1982, at 9:30 a.m.

an action taken and entered on the minutes o1 the
Board of Supervisors on the date shown.
