SUBJECT: APPROVING LIST OF PROGRAMMING FIRMS FOR JUVENILE HALL REPLACEMENT
PROJECT (WPE 118)
Specific Request(s) or Recommendation(s) & Background & Justification
RECOMMENDATIONS•
A. APPROVE the following four firms as highly qualified to provide
predesign programming services to the Juvenile Hall Replacement Project,
with the first three listed in order of preference, as recommended. by
the County' s Selection Committee: ( 1) Jay Farbstein & Associates, San
Luis Obispo; (2) The Design Partnership, San Francisco; ( 3 ) Rosser
Fabrap International, Los Angeles; together with the following alternate
Kaplan/McLaughlin/Diaz, San Francisco
B. AUTHORIZE the County Administrator or his designee to ( 1) negotiate an
appropriate agreement with the firm listed first for programming
services at a price which the County Administrator determines to be fair
and reasonable to the County, and ( 2) if staff is unable to negotiate a
satisfactory agreement, to formally terminate negotiations with the
first firm and undertake negotiations with the other firms, in order of
preference determined by the Selection Committee and as described in
Government Code Section 4528 until an appropriate agreement is reached.
FINANCIAL IMPACT:
Authorizing negotiations will have no significant financial impact; however,
any agreement resulting from these negotiations will be submitted to the
Board for approval and, if approved, will encumber funds already set aside
within the budget established and funded for the Juvenile Hall Replacement
Project (Budget Unit 0128) .

REASONS FOR RECOMMENDATION/BACKGROUND:
On June 16, 1992, the Board established the Juvenile Hall Replacement
Advisory Group charged with the task of taking preliminary steps to defining
and planning a replacement juvenile hall.
This Advisory Committee is established and has been conducting its work for
about a year, which includes workshops, site visits and analysis. Occasional
presentations are made before the Board' s Internal Operations Committee.
Work has progressed to the point where the Advisory Committee is ready to
begin project programming to be provided by a qualified professional
consultant. The screening, interviewing, and ranking selection process has
been conducted with cooperation and participation from the Advisory
Committee. All consultants listed above have demonstrated their intent to
meet or exceed the County' s MBE/WBE goals with certified consultants
consistent with the County' s procedures.
