AUTHORIZE COUNTY ADMINISTRATOR TO EXECUTE AN AMENDED GRANT AGREEMENT BETWEEN
SUBJECT: CONTRA COSTA COUNTY AND U.S. DEPARTMENT OF HOUSING AND URBAN DEVELOPMENT (HUD)
FOR THE SUPPORTIVE HOUSING DEMONSTRATION PROGRAM, TRANSITIONAL HOUSING, PROJECT
NO. CA 39T90-1505.
SPECIFIC REQUEST(S)OR RECOMMENDATION(S)&BACKGROUND AND JUSTIFICATION
I . RECOMMENDED ACTION
Authorize the County Administrator to execute an Amended Grant
Agreement between the County of Contra Costa and the U.S .
Department of Housing and Urban Development for the above
listed Supportive Housing Demonstration Program.
II . FINANCIAL IMPACT:
There is no fiscal impact in regards to this action except as
indicated under "Consequences of Negative Action" below.
III . REASONS FOR RECOMMENDATION/BACKGROUND
The Board of Supervisors approved the submission to HUD of an
application for the Supportive Housing Demonstration Program
funding to acquire, rehabilitate and operate a Family and
Women' s Shelter on May 3, 1990 . This application' was approved
and a Grant . Agreement was executed by James Rydingsword,
Director of the Social Services Department and HUD, in July
1991 . The program has since been operated by the County
Housing Authority. The Housing Authority recently requested
that HUD approve a budged amendment shifting $110, 000 of the
grant from program operations to rehabilitation. This stemmed
from unanticipated rehabilitation costs which could not be
foreseen prior to the opening of walls of the existing
buildings . Staff has determined that there will be sufficient
funds to operate program • operations with this budget
adjustment.

IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect not to authorize the
County Administrator to execute the Grant Agreement Amendment,
sufficient funds would not be available to fund rehabilitation
costs through the Supportive Housing Demonstration Grant.
Funds would then need to be obtained from other sources .

FOR THE SUPPORTIVE HOUSING DEMONSTRATION PROGRAM,
TRANS-I T-I-ONA'L HOUS"JING,
PROJECT NO. CA 39PT40-1505
WHEREAS, on May 3, 1990 the Board of Supervisors approved the submission of
an application to the U.S. Department of Housing and Urban
Development (HUD) for Supportive Housing Demonstration Program
funding; and,
WHEREAS, this application was approved and a Grant Agreement was executed
by James Rydingsword, Director of the Social Services Department
and HUD in July, 1991;
and,
WHEREAS, the Supportive Housing Demonstration Program funding was used to
acquire, rehabilitate and operate a Family and Women's Shelter
which has been operated by the Housing Authority of the County of
Contra Costa; and,
WHEREAS, the Housing Authority, because of unanticipated rehabilitation
costs, requested that HUD shift $118,000 of the grant funding from
program operations to rehabilitation; and,
WHEREAS, HUD has agreed to the funding shift and has submitted a Grant
Agreement Amendment for execution:
NOW, THEREFORE, BE IT RESOLVED that the Board of Supervisors hereby
authorizes the County Administrator, Phil Batchelor, to execute
the Grant Agreement Amendment, as required by HUD.
This resolution shall take effect immediately.
