Project No. 0662-6R4227-93 and 0662-6R4228-93 CDD-CP# 93-49 and 93-48 SPECIFIC REQUEST(S) OR RECOMMENDATION(S) &BACKGROUND AND JUSTIFICATION I. Recommended Action: APPROVE the Plans and Specifications for the Project and ADVERTISE for bids to be received on Tuesday, September 14, 1993 at 2:00. p.m. DIRECT the Clerk of the Board to publish the Notice to Contractors in accordance with Section 20392 of the Public Contract Code, and DETERMINE that the project is a California Environmental Quality Act Class 1C Categorical Exemption, and DIRECT the Director of Community Development to file Notices of Exemption (one per intersection) with the County Clerk. DIRECT the Public Works Director to arrange for payment for two (2) $25.00 handling fees to the County Clerk for filing of the Notices of Exemption. Ballenger SUBJECT: Approving Plans and Specifications for Walnut Boulevard at Marsh Creek Road and Walnut Boulevard/Vasco Road at Camino Diablo Traffic Signals, East County Area. August 17, 1993 Page -2- 11. Financial Impact: The estimated contract cost of the project is $186,000, funded by State funds (100%) III. Reasons for Recommendations and Background: The project is needed because of the high volume of traffic moving through the intersections, especially during commute hours. Because of the existing four-way stop, traffic entering the intersections must pass through one vehicle at a time, which sometimes causes queues in excess of three (3) miles. Commute traffic queues will be greatly mitigated. Non-commute traffic will not be impacted. The project has been determined to be in compliance with the General Plan and is exempt from CEQA because it consists of minor alterations of existing public facilities involving negligible expansion of use per Section 15301 of the CEQA Guidelines. The Public Works Director has filed with the Board of Supervisors the Plans and Specifications for the project. The general prevailing rates of wages, which shall be the minimum rates paid on this project, have been filed with the Clerk of the Board and copies will be made available to any interested party upon request. IV. Consequences of Negative Action: If the project is not approved for advertising, it will.not be constructed.
