SUBJECT: CERTIFY COUNTY UNINCORPORATED AREA COMPLIANCE WITH THE MATERIALS
DIVERSION ORDINANCE NO. 92/105 AND ACKNOWLEDGE VERIFICATION OF
COMPLIANCE BY CITIES
SPECIFIC REQUEST(S) OR RECOMMENDATIONS) & BACKGROUND AND JUSTIFICATION
RECOMMENDATIONS
Certify that collection and/or diversion programs for at least
seven materials exists for the unincorporated areas of the County
in compliance with the County's Materials Diversion Ordinance No.
92/105; and
Acknowledge that the cities of Antioch, Brentwood, Concord,
Martinez, Pittsburg, Pleasant Hill, San Ramon, and Walnut Creek and
the Towns of Danville and Moraga have verified- that their cities
have collection and/or diversion programs for at least seven
materials in compliance with the Materials Diversion Ordinance.
FISCAL IMPACT
None to the General Plan Fund.
BACKGROUND/REASONS FOR RECOMMENDATIONS
In December, 1992 the County adopted the Materials Diversion
Ordinance No. 92/105 as a means to assure diversion of materials
from the Keller Canyon Landfill, preserve natural resources, and
conserve landfill capacity. Under Section 418-10. 604 of the
Materials Diversion Ordinance jurisdictions utilizing Keller Canyon
Landfill for disposal of solid waste must have collection and/or
diversion programs by April, 1993 for seven of twelve identified
materials. The twelve materials identified for diversion are: (1)
aluminum cans; (2) glass containers; (3) newsprint; (4) PET
bottles; (5) clear HDPE bottles; (6) colored HDPE bottles; (7)
steel and tin-plated' cans; (8) cardboard; (9) polystyrene; (10)
plastic film; (11) yardwaste; and (12) paper.

The cities of Antioch, Brentwood, Martinez, Pittsburg, Pleasant
Hill, San Ramon, and Walnut Creek and the Towns of Danville and
Moraga passed City Council Resolutions certifying that their
jurisdictions have programs for the diversion of at least seven of
the identified .materials and are in compliance with the Materials
Diversion Ordinance. The City of Concord responded with a letter
verifying diversion programs for at least seven of the materials.
Copies of those Resolutions and letters are on file with the County
Community Development Department.
Within the unincorporated areas of the County which utilize the
Keller Canyon Landfill for disposal, either curbside or centralized
collection programs exist for: (1) aluminum cans; (2) clear HDPE
bottles; (3) colored HDPE bottles; (4) PET bottles; (5) glass
containers; (6) tin-plated cans; (7) cardboard; (8) paper; (9)
plastic film bags; and (10) polystyrene. Collection of these
materials complies with the Materials Diversion Ordinance.
