SUBJECT: LOS ARBOLES CHILD CARE CENTER IN OAKLEY, CA: EXECUTION OF CDBG AGREEMENT
FOR PRE-DEVELOPMENT FUNDS
I. RECOMMENDED ACTION
AUTHORIZE the Executive Director to EXECUTE a CDBG Program Project Agreement with the County for
$35,000 of its 19th Year CDBG funds for predevelopment costs for the construction of the Los Arboles Child Care
Center in Oakley, CA.
11. FINANCIAL IMPACT:
None.
III. REASONS FOR RECOMMENDATION/BACKGROUND
The Housing Authority has been working to develop a Mead Start Child Care Center, on vacant land at its Los
Arboles housing development, for the residents of Los Arboles and the surrounding neighborhood. The expected cost
to develop this child care center is $400,000. The Housing Authority received a $35,000 CDBG grant in 1992 for some
predevelopment costs and continues to seek other funding for the construction. On September 8, 1992, the Housing
Authority received authorization to apply for a total of $300,000 in CDBG 19th Year funds. Of that amount, the
housing Authority was awarded $35,000 and now seeks to enter into the project agreement to access those funds and
complete the predevelopment work.
IV. CONSEQUENCES OF NEGATIVE ACTION:
Should the Board of Commissioners elect to not authorize the recommended action, the County would lose a
viable opportunity for the development of a much needed child care center in the Oakley area.
