RESOLUTION NO. 93/ 484
The Contra Costa County Board of Supervisors RESOLVES that:
Resolution No. 92/671, adopting standards of aid and care for the indigent and dependent poor of
the County (General Assistance), is hereby amended as follows, effective September 1, 1993:
Part 1, section 101 (a) is repealed.
Part 1, section 102 (c) is amended to read as follows:
(c) The monthly standards of general assistance aid per assistance unit are:

Part 1, section 102.5 is repealed.
Part 1, section 102.6 is amended to read as follows:
The General Assistance standard of aid for applicants or recipients who share housing with
one or more unrelated persons or with one or more persons including persons related by
birth, marriage or adoption who are not legally responsible for the applicant or recipient (non-
family budget unit) pursuant to Welfare and Institutions Code §17001.5 (a) (2) (A) are:
Housing shared with one other person $255
Housing shared with two other persons $240
Housing shared with three or more other persons $225

The following modifications to Resolution No. 92/671 are recommended in order to conform county General
Assistance standards to state law:
1. Adopt the General Assistance standard of aid authorized by Welfare and Institutions Code §17000.5:
$300 for a single person assistance unit living in unshared housing; $403 for a two-person assistance
unit; $504 for a three-person assistance unit, etc.
2. Adopt the General Assistance standard of aid authorized by Welfare and Institutions Code §17001.5 (a),
2, A and B for persons living in shared housing: $255 for a single person assistance unit sharing housing
with one other person; $240 for a single person assistance unit sharing housing with two persons; and
$225 for a single person assistance unit sharing housing with three or more persons.
Persons living in shared housing with family units consisting of relatives with support obligation, i.e.
parents and adult children, the standard of aid for each person is the pro-rated share of the multiple
person assistance unit standard of aid.
3. Repeal.section 101 (a), which provided for a 1.5% regional adjustment to the standards of assistance.
Welfare and Institutions Code §17000.5 (e) was passed on the condition that a federal waiver for an
additional 1.3% adjustment would not be granted. The waiver was granted; the regional adjustments to
General Assistance are no longer permissible.
4. Repeal section 102.5 (a) and (b). The Oberlander decision did not uphold our right to budget persons
living with non-responsible persons the same manner as those living with responsible persons.
5. Amend section 102.6 to delete reference to the Oberlander injunction.
BACKGROUND AND POLICY CONSIDERATIONS
General Assistance is a program designed to meet the minimum needs of persons who are unemployed
or who, because of their present disability, are seeking assistance to meet their current needs. In administering
the General Assistance Program, considerable emphasis is placed upon assisting the applicants to rely upon
other resources which may be available to meet their minimum needs, in compliance with the mandate of the
Welfare and Institutions Code Section 17000.
Accordingly, assistance from relatives and friends is requested. Employable persons are required to
seek employment and are provided services that will prepare them for, and assist them in finding, employment.
Unemployable persons are referred to and assisted in obtaining State and Federal benefits in the form of
Gen 9c (New 3/86)
Unemployment Insurance, Disability Insurance, Worker's Compensation, Social Security, and Supplemental
Security Income (SSI/SSP). Applicants and recipients must accept referral to and cooperate with county alcohol
and drug abuse programs.
General Assistance is funded solely from county revenues with no participation from the State and
Federal Governments. It is a responsibility imposed upon the Board of Supervisors by the State Legislature, to
relieve indigent residents who are not supported or relieved in any other manner.
Welfare and Institutions Code §17000.5 has been enacted to state:
'(a) The board of supervisors in any county may adopt a general assistance standard of aid, including the
value of in-kind aid, that is 62% of a guideline that is equal to the 1991 federal official poverty line and may
annually adjust that guideline in an amount equal to any adjustment provided under Chapter 2 (commencing
with Section 11200) of Part 3 for establishing a maximum aid level in the county.
'(b) The adoption of a standard of aid pursuant to this section shall constitute a sufficient standard of aid.
'(c) For purposes of this section, 'federal official poverty line"means the same as it is defined in subsection (2)
of Section 9902 of Title 42 of the United States Code.
'(d) For purposes of the section, 'any adjustment'includes, and prior to the addition of this subdivision,
included, statutory increases, decreases, or reductions in the maximum aid level in the county under the Aid to
Families with Dependent Children program contained in Chapter 2(commencing with Section 11200) of Part 3.
The Social Service Department recommends that the Board adopt standards of assistance for single
persons and responsible family units based on the guidelines of this provision. [See Attachment 1]
Welfare and Institutions Code §17001.5 (a) (2) has been enacted to state:
'(2) (A) Establish a standard of general assistance for applicants and recipients who share housing with one or
more unrelated persons or with one or more persons who are not legally responsible for the applicant or
recipient. The standard of general assistance aid established pursuant to Section 17000.5 for a single adult
recipient may be reduced, pursuant to this paragraph by not more than the following percentages, as
appropriate:
'(i) Fifteen percent if the recipient shares housing with one other person described in this subparagraph.
'(ii) Twenty percent if the recipient shares housing with two other persons described in this subparagraph.
'(iii) Twenty-five percent if the recipient shares housing with three or more other persons described in this
subparagraph.
'(8) Any standard of aid adopted pursuant to this paragraph shall constitute a sufficient standard of aid for any
recipient who shares housing.
The Social Service Department recommends that the Board adopt standards of assistance for persons
sharing housing with unrelated persons or non-responsible persons based on the guidelines of this provision,
17001.5 (a) (2) (A). [See Attachment 2]
As a matter of policy, the county will not undertake to fill in for federal or state programs which are
designed to meet basic needs. Therefore, persons who are in receipt of, or eligible to, other public assistance
cash grants -- such as AFDC, Refugee Assistance, and SSI/SSP --are ineligible to General Assistance.
