Authorize Board Chair in conjunction with the Sheriff to sign a letter to Board of Corrections requesting extension of deadline to contract for Proposition 86 funds from September 30, 1993 to March 30, 1994; and indicate County' s commitment to make required 25% match ($473 ,496) for $1,420,488 grant. 2. Authorize George Roemer, Director, Justice System Programs, to continue as liaison with Board of Corrections and negotiate with Board to secure and implement Proposition 86 extension and take related actions to assure compliance with the revised schedule thus protecting the availability of State funds. FINANCIAL IMPACT: County will lose $1,420, 488 of Proposition 86 funds reserved for Contra Costa County if County match is not committed and waiver requested. REASONS FOR RECOMMENDATION/BACKGROUND: Contra Costa County was allocated $1,420, 488 under Proposition 86 (Bond Act of 1988) . As with the other bond funds, Proposition 86 requires a 25% County match ( $473 ,496) . The County submitted a Formal Project Proposal for these funds in September 1990. The proposal was to construct 64 new beds for emale inmates at the West County Detention Facility (WCDF) . In addition, based on our experience in operating the WCDF, we have had to revise the Proposition 86 proposal to construct a satellite programs .facility adjacent to the women' s housing unit at the WCDF so that the female inmates can be securely separated from the male inmates at the facility. This revision is described in the letter to the Board of Corrections (BOC) requesting the extension. Penal Code Section 4497. 10 requires that counties not under construction by September 30, 1993 either: 1) revert funds to the Board of Corrections for reallocation to other counties; or 2) request a waiver to the deadline based upon "unavoidable delays in the initial construction activities. " The BOC will consider requests for waivers at its meeting on September 16, 1993. Waivers will not be granted for a period that extends beyond six months. If the BOC grants our request for an extension, the following schedule must be adhered to if we are to meet the extension deadline of March 30, 1994. Phase Start Completion Conceptual/Schematic Design July 1993 August 1993 Design Development and Review September 16 October 15 Construction Documents October 18 December 17 County/Board of Corrections Review/Approval December 20 January 4, 1994 Construction Bids January 4 March 4 Construction March 1994 February 1995 Occupancy March 1995 In order to insure our ability to adhere to this schedule, the County Administrator has hired the WCDF' s original architect to prepare an architectural program, develop a concept design and estimate the construction cost. This material will be forwarded to the Board of Corrections in order for it to consider the County' s request for a scope change and deadline extension.
