Bragdon Director of Community Development DATE: August 10, 1993 SUBJECT: 1992 Mobile Home Advisory Committee Annual Report SPECIFIC REQUEST(S) OR RECOMMENDATIONS(S) & BACKGROUND AND JUSTIFICATION RECOMMENDATIONS Accept the 1992 Annual Report on Mobile Home Advisory Committee (MHAC) activities prepared and submitted to the Board of Supervisors by the Committee Chair. FISCAL IMPACT None. BACKGROUND/REASONS FOR RECOMMENDATIONS The Mobile Home Advisory Committee (MHAC) was established by the Board of Supervisors to advise the Board on a broad range of public policy issues concerning mobile home parks in Contra Costa County. As an additional responsibility, the Committee works with residents and owners to resolve specific issues and problems as they arise in Contra Costa County mobilehome parks . DEPUTY prepared and submitted (attached) a report on Committee activities during 1992 . Highlights of MHAC activities during this period include the following: o MHAC met with resident representatives of six Contra Costa County mobile home parks to discuss rent control stabilization. Following this meeting, the MHAC presented a recommendation to the Board of Supervisors that the Board consider encouraging park owners to enter into long term lease agreements with residents . The lease agreements should include the method for determining rent increases throughout the term of the lease. This approach will clarify the financial responsibilities of park residents and help to alleviate unanticipated and/or extraordinary rent increases during the lease term. o MHAC worked with residents and owners of the following Contra Costa mobile home parks to help resolve issues concerning park operations : Willows Mobilehome Park on Bethel Island; Sunny Acres Mobilehome Park; Sun Valley Village; and Emerald Cove Mobilehome Park. This Board is made up with Managers or Owners; Residents and Members-at-large, thereby giving Board the necessary knowledge of Mobilehome Parks to advise any all all residents, owners and managers of Mobilehome Parks in the Unincorporated Area of Contra Costa County. Again my apologies. It was an honor to have serve in the Chairmanship for this Committee for the past two (2) years. The Committee I had to work with was wonderful and very knowledgeable and as we had many problems all were faced with the advice and thoroughness we could master. Betty C stle, Chairperson 1992. ' Mobilehome Advisory Committee Minutes for 1992 Committee Meetings. Committee appointed by Contra Costa County Board of Supervisors, members from each District. January 16, 1992 MHAC accepted Nominating Committee report for Officers to serve for 1992 year as follows: Betty Castle renominated for 2nd term as Chairperson Scott Carter renominated for 2nd term as Vice-Chair Charlotte Schafer nominated as Secretary ( if County Staff Debbie Drennan unavailable) Committees were appointed for year. following committees are: Concord Parks: Committee Luncheons and Meeting Places: Field Trips: Guest Speakers: Legislation: Affordable Housing: Problems in County Parks. February 27, 1992: Field Trip to San Pablo arranged by Bill Gaumer, Chairman to meet with Tom DeRosa for Affordable Housing. Committee meet with Residents of Willows Mobilehome Park on Bethel Island and complaints will be followed up by Scott Caarter for solutions. Application for Membership to Committee received from Harold Pimental from Supervisor Torklason District. Meeting to interview applicant sent and applicant will advise time for interview and Committees time frames. March 19 and April 16, 1992 meetings cancelled, Not enough members for Quorum. May 21 , 1992 Committee held Meeting at George Gordon Building, in Martinez with the folloowing Mobilehome Park Residents in attend- ance total residents being 21 . Mobilehome Parks are: Delta Villa Estates; Sun Valley Village; Rancho Diablo; Concord Cascades; Clayton Regency; Chateau Mobilehome Park. Discussion on Rent Control Stabilization, held as a "Roundtable Discussion" . The information on this meeting was sent to Bd. of Supervisors by Staff, Debbie Drennan which also included an amendment as follows: In specific parks where rent is becoming an issue, we would like to recommend that the Board consider encouraging Park Owners to enter long term lease arrangements with their residents as a measure to prevent a problem with extraordinary rent increases in the future. Motion carried. Also discussed at meeting that residents of Pacheco Mobile Villa have been working with owner and debris etc. , has been cleaned up and fence painted and Committee recomended that a letter of apprec- iation be sent to the owner. Also letters sent from Kimball Mobilehome Park in San Pablo were received regarding their State Inspections and their dissatisfaction. As County does not have jurisdiction over Incorporated Areas, letter was filed and matter be brought to attention of.the State. June 18, 1992 James Burlew, Committee member received call from Residents in Sunny Acres Mobilehome Park directed to him from Supervisor McPeak Office about concerns regarding problems and poor manager relations in Park. Decision of Committee that Burlew continue to meet with Residents to resolve their problems. Letter from Saperviooa McPeak requesting MHAC to formulate leases for Mobile- home Parks in unincorporated areas in C.C. Co. , Chair Betty Castle wrote to Supervisor McPeak that one (1) Lease would not work in all Mobilehome Parks. Social and Economic structure of Mobilehome Parks. Committee voted to solicit Leases from different size Mobilehome Parks to study and present findings. July 16, 1992 Residents of Sun Valley Village appeared before Committee to tell of more problems. Security deposits and also utility charges were discussed. Committee members explained all Parks charge for utilities. Burlew who has been working with their Park will continue to try to meet .with Owner and Manager to resolve some problems. Harold Rosenthal was interviewed and Committee sent letter to Supervisor Torklason recommending appointment to Committee. August, 1992 -- No meeting due to members vacations. September 17, 1992 Discussion of Leases were held. Receipt of Leases has been slow and Committee. decided to give more time to receive Leases and voted to hold discussion meeting on January 13, 1993 as more Leases are made available. Residents from Sun Valley Village again present and said our Committee NO longer necessary as they had held .negotiations with their Park Owner. As this Committee has worked with this Park for over three (3) months Committee moved to "table" but watch very closely and carefully the activities in their Park. Also decided to have Members of West, Central and East County Board of Realtors appear before Committee to inform them of proper procedures RE: Meet with Managers for Rules and Regulations; Rent, Utilities etc. , with listing Mobilehomes for Sale so no discrepancy in communciation with Salesperson and Purchaser so no unknown reasons for Sale not to be made. Scott Carter to contact Realty Boards. Ron DeGolia from Victoria Village told Burlew (Committee Member) "that it is fantastic with long term leases and that he frequently meets with Residents to know of any problems." Dallis Gardens Mobilehome Park (one of Parks that Committee has been monitoring) reported ongoing inmprovements in their Park. • October 15, 1992 Brennes and Burlew (Committee Members) reported still- monitoring Sun Valley Village and as they were appointed to assist in solving problems in said Park did not appreciate the three (3) months efforts only to be told by Joe Schneider, Schneider, Vice-Chairman of Homeowners Association that he was not satisfied with the advice of our Committee and critized our inaction, which was not true. September meeting as given to their problems for a total of three (3) hours and Committee members did advise as is what our Committee does. We cannot by Rules and Regulations of our Committee go into any Mobilehome Park and decide for Owner, Mamager or for Residents what should or what should not be done. - UTe advise only Also motion made by Gaumer, seconded by Elsenius that Chair advise Supervisor McPeak about situation in Sun Valley Mobilehome Park. Motion was carried unanimously. November 19, 1992 L4tters were sent to West, Central and East County Boards of Realtors for representation to be present at January meeting. Nominating Committee appointed: Reva Clark, Judk;M etland and Hank Brennes. Harold Pimental welcomed as new member of Committee. Hank Brennes told Committee he had met with Joe Schneider of Sun Valley Village and was told that rent increase'=i .ould be $25.00 and there would be NO rent increase for 3 to 4 years. Committee member Bill Gaumer felt that Hank Brennes should meet with Owner of Sun Valley Village as he felt Schneider very vague and uncertain about new leases. Chair Castle requested the subcommittee meet with Owner and report back at the January meeting.. Letters from Residents of Emerald Cove Mobilehome Park in Pittsburg about problems they are having with Owner and Manager. C,4air appointed Scott Carter to meet with Hom owners Association, Manager and Owner on Saturday, Dec. 5, 1992 to try to advise on. best manner to solve. their problems. . December 16, 1992 Holiday Luncheon was held followed by meeting. Scott Carter reported on Dec. 5th meeting with Emerald Cove Owner, Homeowners Association. Lack of communciation biggest problem for both sides . 'Advised each side get together and talk ovrt any misunderstandings that exist. Nomination Committee reported following: Chairman: Scott Carter Vice Chairman: Judy Hetland Secretary Charlotte Schafer' Asst. Secty: Betty Castle Nominations were called from the floow and there being none, the Secretary was asked to cast ballot electing above as new officers for 1993. Carried.
