RECOMMENDATIONS
Authorize the Director of Community Development to execute a
contract with the firm of Brown and Caldwell, for an amount not to
exceed $500, 000.00, for the preparation of an Environmental Impact
Report (EIR) for the IT Vine Hill Complex Closure/Post-closure
Plan.
FISCAL IMPACT
The cost of the Environmental Impact Report, including the
consultant contract and the County's administrative surcharge, will
be borne by the IT Corporation.

BACKGROUND
The state Department of Toxic Substances Control (DTSC) has
determined that an Environmental Impact Report is necessary for
considering the approval of the IT Corporation's proposed
Closure/Post-Closure Plan for the Vine Hill Complex. DTSC is the
Lead Agency for California Environmental Quality Act purposes.
DTSC has arranged for the Community Development Department to
manage the preparation of the EIR through a Memorandum of
Understanding (MOU) with the Board of Supervisors. Pursuant to the
MOU, the Board has authorized the Community Development Department
to administer the preparation of the EIR.
The EIR requires the services of a consultant specializing in the
several scientific and engineering fields involved in the
evaluation of the closure of a toxic waste facility. The firm of
Brown and Caldwell . was selected through a consultant recruiting
process conducted by DTSC and the Community Development Department.

SUBJECT: AGENDA ITEM 1.49, CONSULTANT CONTRACT FOR IT VINE HILL
COMPLEX CLOSURE/POSTCLOSURE PLAN EIR
This item, which authorizes the Director of Community Development to execute a contract with
a consulting firm for the preparation of an Environmental Impact Report for the closure of the
IT Corporation's Vine Hill Facility, was placed on the agenda while the state Department of
Toxic Substances Control and our department were interviewing EIR consultants. Authorization
was sought to enable the closure process to remain on schedule.
The Department of Toxic Substances Control (DTSC), with our assistance, has selected the firm
of Brown and Caldwell of Pleasant Hill to be the EIR consultant. Some details of the scope of
services are being resolved, so we are proposing authorization of $600,000 maximum for the
contract.
The Department of Toxic Substances Control is the Lead Agency for the closure project. Our
management of the EIR is provided for by a Memorandum of Understanding between the County
and the DTSC.
The costs of the consultant contract and the County's administrative surcharge will be borne by
the applicant.
