RECOMMENDED ACTION AUTHORIZE the Director of Community Services, or her designee, to accept grant funds in the amount of $10, 000 from the United Way for the Family Friendly Project and to sign contracts for purchase of equipment and software for the implementation of the project. II. FINANCIAL IMPACT Funding from this grant is a lump sum for the acquisition of computer equipment for the Family Friendly project. There is no General Fund match required. III. CONSEQUENCES OF NEGATIVE ACTION A `decision not to approve these contracts will result in the loss of valuable services to the business community, and the human service community in Contra Costa County. IV. REASONS FOR RECOMMENDED ACTION One of the important focuses of the CSD is to develop a collabora- tive method to promote and share information about the family- friendly programs. The planned method is through three simulta- neous phases of development. Contact: Joan Sparks 646-5544 AUG 10 41993 CC:• CAO ATTESTED CSO PHIL BATCHELOR,CLERK OF THE BOARD OF Auditor SUPERVISORS AND COUNTY ADMINISTRATOR BY ,DEPUTY M382 (10/88) 1) Provide an on-line information service from the Bay Area Information and Referral Service(BAIRS) which used to provide information on Human Services in the County and the surrounding jurisdictions (was temporarily being updated by United Way) . This data base will be named Contra Costa County Area Information and Referral Service (Contra Costa CAIRS) . According to data provided by BAIRS, there are approximately 650 non-profit and public agencies providing human services on a family or individual basis in Contra Costa County. This piece of the project will give agencies the ability to have referral information at their finger tips for their clients. 2) In collaboration with the Volunteer tenter, provide a data base of volunteer groups from the public and private organizations to assist agencies to bring together the volunteer manpower to develop family friendly service projects for the delivering agencies. 3) Provide an on-line update of Federal, State, and Foundation information to assist the service delivery agencies in fund development. All of the agencies that deliver the services must depend on the skills, abilities and knowledge of the Program Directors, Board of Directors, and paid and non-paid staff to raise funds to support their operations. All agencies require more funds than these individuals are able to raise. Many non-profit agencies have had human services contracts with public agencies, particularly the city and county jurisdictions; and these contracts are being reduced or eliminated. Corporations located in the Bay Area which have historically made significant contributions to charity have been moved to other areas or were purchased by new owners with headquarters in other states or other nations. The level of contributions has been cut. The non-profits are faced with a shrinking funding base, while the number of low income families needing their services continues to rise. This is due to the government reducing its level of service through budget reductions, and local businesses "down sizing" . The costs of services to the families and individuals of the County are rising fast and must be addressed by these under funded agencies. PROJECT DESCRIPTION The data base will expand the efforts of the CSD to provide technical resources county wide. The funds will be used to purchase software and hardware for the project implementation. The components of the program that will ultimately benefit from the information will be the general poor and needy families of Contra Costa County, the surrounding jurisdictions, and non-profit service providers. These funds will be used to leverage other funds such as CDBG, CSBG, and various other State and Federal sources as they become available. ti CONCLUSION Project will serve to bring together the community of employers, individual employees and the service providers for the successful delivery of help to the families of Contra Costa County. This will help focus the business, public and private agencies, and the individual employees into one common effort to assist families to free themselves from the helplessness from their inability to provide for themselves the basic needs of housing, food, and clothing. In addition, provide the ability to avoid crime, poverty, unemployment, illness and the worries about the care of their dependent children and elders.
