SUBJECT: Status Report on the Hazardous Materials Release
The Board received a status report from Gary Brown,
Director of the County Office of Emergency Services, and William
Walker, M.D. , County Medical Director, on the hazardous materials
release at the General Chemical plant on April 27, 1993 , at
approximately 7 : 30 a.m. , in the Richmond area. The report
focussed on the coordinated teamwork of staff at the County's
Emergency Operating Center, the cooperation of all agencies
working with the County to mitigate the impact of the release,
the work of the Hazmat Team in capping the leak in the tank car
where the sulfer dioxide was stored, the activation of the
Community Alert Network in notifying residents of the release,
and the role of the media in updating the public on the release.
Dr. Walker advised that Chevron is looking at funding a
traveler's network communication system, and that there is
interest in the development of a siren system with a
corresponding educational program included. He noted that the
onus is on the County to review prevention issues involved, such
as safety procedures involving tank cars and the regulatory and
technical issues associated with tank cars.
Supervisor Powers proposed that the County
Administrator review the feasibility of developing a "heroes
reward program" to recognize the performance of those individuals
who actively participated in the mitigation and resolution of a
dangerous situation, such as the work of the two men on the
Hazmat Team who capped the tanker leak.
Therefore, IT IS BY THE BOARD ORDERED that the status
report on the July 27, 1993, hazardous materials release is
ACCEPTED.
IT IS FURTHER ORDERED that this matter is REFERRED to
the Hazardous Materials Commission for consideration at its July
29, 1993 , meeting with the Commission instructed to review the
County's guidelines used for the decision on shelter in place
and/or evacuation with respect to hazardous materials incidents,
to confer with representatives of the State Department of
Transportation on the regulatory system for tank cars as storage
facilities for hazardous materials, and to report to the Internal
Operations Committee on August 9, 1993 .
IT IS FURTHER ORDERED that the Director, Office of
Emergency Services, and the Health Services Director are
REQUESTED to review and report to the Board in the near future on
the implementation of a traveler's notification system countywide
and a siren alarm system (inclusive with an educational program)
for the industrial areas in the County.
