It is my privilege to serve on the Public and Environmental
Health Advisory Board representing public health nursing. The
purpose of this letter is to offer comments on the proposed
reduction in public health nursing positions.
With full acknowledgement of the severe financial constraints
facing Contra Costa County, it is not my intent to counter the
proposed plans affecting public health nursing nor to recommend
specific changes. Rather, I would request that the Board, in its
difficult budget deliberations, give due consideration to the
.ultimate cost of repeated and incremental reductions in public
health nursing services.
The health of the public is at issue in communicable diseases
such as tuberculosis which is at an epidemic level and high-risk
infants who require close monitoring. These are examples where
early intervention and preventive measures are cost-effective
compared with high expenditures later for extended care costs
likely to be incurred without such public health nursing services.
Thank you for this opportunity to convey my comments as I will
be in Washington, D.C. at the time of the budget hearings.
