Dear Tom:
Thank you for writing to express your support for
permanently extending the authorization for single family
mortgage revenue bonds and mortgage credit certificates. I
appreciate hearing from you and having the benefit of your views.
As you know, I am very supportive of single family mortgage
revenue bonds and mortgage credit certificates, both of which
have played a major role in the affordable housing strategy.
Many young families depend on these to finance their first home.
The House budget reconciliation bill would permanently
extend these provisions, while the Senate version would extend
them just until 1994 . Therefore, I have written to House
conferees Rep. Dan Rostenkowski and Rep. Bill Archer to express
my support for the full implementation of the House-passed
measures. I am hopeful that the joint House-Senate conference
committee will see the wisdom in permanently extending these
programs.
You should know that I opposed the reconciliation bill when
it passed the House on May 27_ The final plan_ included the
largest tax increase in America' s history ($4 in tax increases
for $1 in spending cuts) , an energy tax that will affect nearly
every business and home in the Bay Area, an increase in Social
Security benefit taxes, and an anti-family marriage tax.
Assuming the conference committee does not drastically alter the
House bill, which is highly unlikely, I will also oppose the
final legislation.
