As you are aware, Kaufman o Broad is one of two developers who pull the most building permits in the East Contra County area. As a major builder in the area, we have concerns on where the fees are going, in the Oakley area specifically. See the attached East County Fee analysis. You will note that Oakley's fees are $26,268 and with the new Delta Expressway fee could reach $28,468 per unit. The Oakley fees are about double what Pittsburg and Antioch's are, and about 10% above Brentwood. Our experience selling homes in all of these cities is that, if the sales price of a home was equal in each city it would be an easy sale in Antioch and Brentwood and a hard sale in Oakley and Pittsburg. I also want to point out that Oakley's fees due at Map Recordation are extremely excessive compared to the other cities. If this trend continues, with Oakley having the highest fees and considered a less desirable area by home buyers,then building permits will slow down drastically. Given those facts,I know we as a Company will focus our efforts in Antioch and Brentwood. I feel the County should look at alternative ways to collect their fees, similar to what Antioch has done. They have taken $8,000 to $12,000 of their fees and put them in an assessment district. In that way,their fees are significantly lower which means the home prices are lower and competitive. The assessment is passed on to the home buyer and affects qualifying, but if the sum is under $10,000 it does not drastically affect the sale. As an example, I would suggest the County consider the Traffic AOB Fee of$7,863 be put in an assessment district. By doing that, the fees could be reduced to less than $19,000 where they need to be. If some alternatives are not proposed then building in Oakley,over the next year,will be less than half of what it currently is. I would be happy to be a part of a study group to suggest alternatives that could be considered by the Board of Supervisors. I look forward to hearing from you.
