Request the Emergency Medical Care Committee to develop a specific public education program in the area of emergency medical services and return to the Board of Supervisors with their recommendations. 2. Accept the report and recommendations of the Emergency Medical Care Committee for the 1982-1983 fiscal year and direct the County Administrator, in cooperation with the Emergency Medical Care Committee, to study ways in which the Board of Supervisors can provide better direction and leadership to the field of emergency medical services, possibly through organizational changes and through a closer working relationship with the Office of Emergency Services. BACKGROUND: On November 8, 1983 the Board of Supervisors referred to our Committee the EMCC report for the 1982-1983 fiscal year. We reviewed the recommendations made by the Emergency Medical Care Committee with its Chairman, Jerry Fender, and Paula Hines, Director, Emergency Medical Services, on December 5, 1983. Our Committee is concerned that there have been serious problems in providing adequate direction and leadership to the emergency medical services program. It seems clear , that better planning and coordination among all jurisdictions having some responsibility for emergency medical services is needed. In addition, our Committee believes that a more intensified public education effort, specifically focusin on educating a larger percentage of the population in cardiopulmonary resuscitation ?CPR) is an important activity which should receive more attention. We are, therefore, making two recommendations; one suggesting that the Emergency Medical Care Committee return to the Board of Supervisors with a more specific and detailed public education program which includes the cost of the program, and a second recommenda- tion relating to the need to improve the overall focus and direction of the emergency medical services program either by tying it in organizationally with the Office of Emergency Services, or taking other steps which will provide stronger support to the emergency medical services program.
