SUBJECT: Status of Agreements with the City of .Concord Relating to
Building Heights and Noise in Relation to Buchanan Field Airport
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION:
Direct the Director of Planning to report to the 1984 Internal Operations Committee
during the month of January on the status of agreements with the City of Concord
relating to noise standards and height limitations.
BACKGROUND:
When our Committee last reported this matter to the Board on October 18, 1983, we
recommended, and the Board agreed, to order the Director of Planning to prepare
proposed comments on the pending Concord General Plan amendment as it might impact
Buchanan Field Airport. These comments were forwarded to the Board on November 1 , 1983
and approved by the Board. On our agenda for December 6, 1983 is the City Manager's
response to Mr. Dehaesus's memorandum.
It is not clear to us whether the Planning Director's report as approved by the Board
of Supervisors has formally been submitted to the City of Concord on behalf of the
Board. This should be clarified and a letter sent from the Chairman to the Mayor of
Concord officially transmitting the Director of Planning's comments.
We met with the Airport Manager and staff from the Planning Department on December 5,
1983. There continue to be several issues which need to be resolved before agreement
can be reached between the County and the City of Concord over- the issues of noise
standards and building height limitations. Among the issues to be resolved are:
how proposed noise standards relate to existing data on noise levels; what the
construction cost implications are in order to comply with any given set of noise
standards, and a request on the part of the City for more specific data on how and
where noise standards would be applied in regard to the distance of a building from
the airport in relation to the height of the building.
In terms of building height limitations, the County has been discussing with the City
flexible qualitative standards versus absolute quantitative standards. Concern has
been expressed that the qualitative standards may be too vague and the quantitative
standards may be too rigid. County staff are attempting to consolidate the two types
of standards into an agreement which the City can consider adopting.
The City of Concord wants to get their General Plan amendment in place before entering
into an agreement with the County. Since the General Plan amendment will probably
not go to the City Council until late December, it seems unlikely that there will be
any agreement with the City in writing before January. The Planning Department wants
to reach agreement with the City on noise standards and building height limitations
as separate issues so that if agreement is reached on one issue, a written agreement
