RECOMMENDED ACTION: APPROVE Projects, and DETERMINE that the Projects are a California Environmental Quality Act Class 1 C Categorical Exemption, and DIRECT the Public Works Director to prepare contract plans and specifications for construction. DIRECT the Director of Community Development to file a Notice of Exemption with the County Clerk. DIRECT the Public Works Director to arrange for payment of the $25.00 handling fee to the County Clerk for filing of the Notice of Exemption. II. FINANCIAL IMPACT: The estimated projects' cost is $88,200, funded by Hazard Elimination Safety (9010/*) and the County (10%). REASONS FOR RECOMMENDATION/BACKGROUND: The Projects involve the installation of Hazard Elimination Safety funded Advance Warning Flashers at four separate locations in the County. The flashers will provide warning of hazards which motorists should approach at a reduced speed. The Projects have been determined to be in compliance with the General Plan and are exempt from CEQA because they will not have a significant effect on the environment and the installation of warning flashers will not result in the removal of a scenic resource. IV. CONSEQUENCES OF NEGATIVE ACTION: Delay in approving the Projects will result in continued hazards to motorists and the loss of 90% funding reimbursement from Hazard Elimination Safety Funds which must be expended by December, 1993. No other funding would be available for these Projects until the next application period.
